1. CALL TO ORDER

Councillor Rogers called the meeting to order at 8:02 p.m.

2. WELCOME TO NEW MEMBERS

a) Selection of Chair and Vice-Chair Councillor Rogers welcomed new and re-appointed members. The Chair and Vice-Chair were selected for the Parks, Recreation, and Environment Advisory Committee.

a) Parks Master Plan Update The Parks Supervisor advised Committee members that there will be another Parks Master Plan Open House on April 13, 2016. The Committee members noted that they would like to see the draft before it is approved. Staff will email members with information regarding the Open House once plans have been finalized.

a) Action List Update The Parks Supervisor noted that the fitness equipment for View Royal Park is on its way from Europe.

Councillor Rogers noted that there will not be a dock installed at the Shoreline Drive water access but a ramp will be installed instead which will require less maintenance and give great access to Portage Inlet.

10. NEW BUSINESS

a) Global Warming/Green House Gases The Committee discussed the possibility of having a special meeting in April in regard to global warming, electric cars and greenhouse gas emissions and initiatives that the Town could take. The Council liaisons noted that some correspondence related to these matters will be coming forward to advisory committees at their next meeting in May. The Committee discussed having representatives from the City of Colwood and the Victoria Electric Vehicle Club attend the May 2016 meeting to discuss the initiatives that have been taken to deal with greenhouse gases and global warming.

PREAC-02-16 THAT the Committee recommend to Council that Judith Cullington, City of Colwood, and Fred Wissemann, President Victoria Electric Vehicle Club be invited to a Joint Advisory Committee meeting scheduled for May 24, 2016 to discuss the City of Colwood's climate action initiatives; and the March 3, 2016 letter entitled "An Open Letter on Climate Change to British Columbia Municipalities" re: "accelerating the electrification of the transportation sector" respectively. CARRIED
