Rezoning Application 2024-01 - 346 Island Highway

Council reviewed a proposal for a large apartment building on Island Highway but voiced significant concerns regarding density, traffic, and the need to wait for the comprehensive OCP review before approving major projects in the area.

"Council was overwhelmingly opposed to the high density (FSR 2.5:1, ~106 units/acre) and the timing of the application. Members argued that it preempted the OCP review and was fundamentally flawed because it would add significant density adjacent to the designated Town Centre (Fort Victoria RV Park), which remains undeveloped. Concerns focused on traffic, the lack of commercial amenities, and setting a precedent for multi-family high-density housing in an area better suited for small-scale multi-unit housing (SSMUH) or duplexes."
