"THAT the Committee recommend to Council that staff be authorized to prepare and present at the October 19, 2010 Council meeting: a) a loan authorization bylaw, total $2,500,000 over a fifteen-year period, for consideration of three readings; and b) the documents required to facilitate the alternative approval process to obtain approval of the electors."
