"Staff presented a concept plan minimizing tree and archaeological impact by building on a gravel driveway area. Neighbors opposed the application, citing the intrusive bulk of the 550 sqm addition, the precedent set by using a CDZ for a single-family home, and impact on shared vegetation/setbacks. The applicant's representative noted the applicant has already reduced the proposed size and increased the setback (to 9.5 feet total) to address concerns. Council unanimously recommended the applicant work directly with neighbors to find a mutually acceptable design solution before the application proceeds further."

"The application only required rezoning because the proposed house addition (primarily a garage for a vehicle collector) exceeded the maximum floor space cap of 372 square meters, despite the resulting FSR (0.14:1) being well below the area standard. Council was supportive of the proposal moving forward, emphasizing the need for neighbor input and refinement of the 'boxy' aesthetic design."
