"Council members questioned the high cost of the study ($100,000) and whether it would yield actionable results, arguing that previous estimates for the physical barrier were already $700,000 and might not be effective due to topography. Engineering staff stressed that the study needed to be broad (geotechnical, structural, acoustic) due to site complexity, and was required to determine if any intervention would actually reduce noise levels sufficiently. A motion to fund the study was defeated."
