"Staff and the applicant (Doug Ford) clarified that the requested variances (increasing height from 4 to 6 stories and height from 13.5m to 20.7m) were necessary to facilitate the preservation of over one-third of the site as greenspace, a design change requested by Council/Staff during the rezoning phase. Opposition focused on the massing and intensity exceeding the OCP's stated vision for the corridor, and the absence of ground-floor commercial space."

"The Senior Planner confirmed the requested variances were site-specific and consistent with the design previously approved under the rezoning application, despite a change in the calculated maximum height (due to grade interpretation). The applicant spoke during the public participation period to confirm the design had not changed. Debate focused on the procedural path forward (public hearing required for the variance) and the perceived massing and intensity of the proposed six-story development. Councillor Mattson expressed strong opposition."
