"Public commentary was opened. A resident from Christie Point spoke strongly against the provincial legislation (Bill 44), calling it 'garbage' and 'top-down', and expressed concern that View Royal could be 'defiled' by foreign investment without local safeguards. Mayor Tobias noted that the town was acting under provincial orders. The Mayor also received correspondence from M. Lloyd asking about building footprint limits."

"Council supported the creation of the DPAs as a necessary tool to maintain appropriate form and character, particularly for garden suites. Mayor Tobias noted that while he supports garden suites, he believes that increased density will inevitably lead to secondary impacts on neighborhoods, such as parking and walkability."

"Staff clarified that the OCP amendments establish DPAs strictly for controlling the design, look, and character of new SSMUH and garden suite developments, as the underlying zoning for these types of housing cannot be subject to public hearings under provincial legislation. Council supported the proposal to proceed to a public hearing and use expanded notification (newspaper ad) due to the community interest in Bill 44 implications."
