"Councillor Lemon asked why the RCMP expansion debt smoothing contribution was an operating cost. The Director of Finance clarified that the borrowed capital funds would require annual principal and interest payments, which are operating costs, and this pre-contribution helps offset those future costs. The Mayor provided an update on the RCMP expansion project, noting that the initial $1.2M is only for a feasibility study, and security clearance requirements for contractors are slowing the process."
