PETITIONS & DELEGATIONS a) B. Koning, Member of a Greater Victoria Discussion Group, Re: Presentation of the book “Happy City”
B. Koning stated that his book club recently read “Happy City” and feels it would be beneficial to Councils in the Capital Region. He then presented each member of Council with a copy.
Mayor Screech thanked Mr. Koning for bringing the book to Council’s attention.

C-36-16 THAT a variance to the maximum floor area permitted within the R-1: Detached Residential (Large Lot) zone from 372m² to 434m² be approved as per the plans attached to the report from the Planner dated June 1, 2016;
AND THAT a condition of Development Variance Permit No. 2016/05 be that the subject lots (Lot 1 and Lot 1A, Block 12, Section 27, Esquimalt District, Plan 1688) be consolidated into one lot. CARRIED
b) Eagle Creek Request to Utilize Town Property 1. Report dated June 2, 2016 from the Director of Engineering
The Director of Engineering summarized the report for Council.
Council and staff discussed the impact to cyclists; the possible uses for fees collected; and incentives for timely completion.

THAT Omicron pay a $250 disruption fee for each alteration event to traffic on the Helmcken Road right-of-way by Eagle Creek Village associated with the tenant improvements to Building 7 (29 Helmcken Road);
AND THAT this disruption fee increase from $250 to $500 beginning on January 1, 2017;
AND FURTHER THAT, in addition to the disruption fee, Omicron be required to pay a daily rental fee of $100 for the use of the Helmcken Road right-of-way beginning on January 1, 2017 until the hoarding associated with the tenant improvements to Building 7 is removed. CARRIED Councillor Mattson voted in the negative
