Staff Recommendation: THAT Development Variance Permit No. 2016/17 be approved; AND THAT Development Variance Permit No. 2016/17 include the following condition:

• A covenant to prohibit vehicle parking in the front yard of 24 Jedburgh Road be registered prior to or concurrent with the subdivision adjusting the lot boundary with 14 Jedburgh Road.

Island Corridor Foundation Review THAT the Committee recommend to Council that the Town of View Royal Council endorse the eighteen recommendations as presented in aKd Resource's report titled "Governance and Financial Review of the Island Corridor Foundation for the Association of Vancouver Island Coastal Communities" dated September 2, 2016. • Westshore Skatepark Exploratory Plan THAT the Committee recommend that Council direct staff to compile an inventory of suitable locations for a skate park and that Planning staff work with the Westshore Skatepark Coalition members to determine suitability and needs; AND THAT staff explore creative funding methods to support the purchase of land. a) Commuter Train Service on the E&N Corridor between Victoria and Langford From the Special In-Camera meeting held November 8, 2016:

MOVED BY: Councillor Rast SECONDED: Councillor Weisgerber

THAT Council express an interest in further exploring the viability of commuter train service on the E&N Corridor between Victoria and Langford:

1. As an inter-municipal service; or
2. As a commuter train sub-commission service under the Victoria Regional Transit Commission; or
3. As a Capital Regional District commuter train local service with an independent Commuter Train Commission pursuant to the Local Government Act.
