1. Further archaeological assessment is recommended prior to development construction. In particular, a subsurface testing program carried out under the supervision of a qualified archaeologist working under the authority of a permit issued pursuant to the HCA should be completed to determine the nature and extent of archaeological remains in AAPs. A pre-construction assessment will allow for an appropriate site impact mitigation plan to be developed, if warranted.
2. Building demolition, in particular removal of existing foundations or pavement adjacent to documented site boundaries and AAPs, should be monitored by a qualified archaeologist working under the authority of an HCA permit. Monitoring may be concluded if an initial inspection of foundation and pavement removal indicates that archaeological potential is low in these areas.

No further archaeological work is recommended prior to development construction in the remaining areas which are considered to have low archaeological potential or where no ground alterations are proposed.

Development proponents and their contractors should be aware that both documented and undocumented archaeological sites are protected under the HCA. If unanticipated archaeological materials are observed during any phase of development operations, all ground altering activities in the vicinity of the materials must be halted immediately and a qualified archaeologist and the relevant First Nations contacted. If a qualified archaeologist considers the materials to be protected under the HCA, ground-altering activities may only resume with approval of the Archaeology Branch. Supervisors and operators should be aware that sites and objects located on public or private land and associated with human habitation or use that might pre-date 1846 AD are automatically protected under HCA, Section 13 (2) and cannot be altered without a permit issued pursuant to Sections 12 or 14 of the HCA.

This assessment addresses the potential for the existence of physical evidence of past human activity and does not encompass traditional use or other heritage concerns of the First Nation communities. This information should be solicited directly from the First Nations.
