RECOMMENDATION:
THAT this report be received for information;
AND THAT the amended Communications Plan dated May 2013 be approved by Council.

I concur with the recommendation.
PURPOSE OF REPORT:
To provide an update to Council on the status of the Zoning Bylaw project and to provide an amended Consultation Plan.
TIME CRITICAL:
This project is ongoing.
BACKGROUND:
As part of the implementation of the Official Community Plan that was adopted in October 2011, a priority project is the re-writing of the Land Use Bylaw to bring the bylaw into alignment with the new OCP.
PROJECT INFORMATION:
The Zoning Bylaw project has been moving forward since December 2012. Two open houses have been held with modest attendance at each. Major issues identified by community members in attendance have been home based business, a strong interest in introducing green standards, secondary suites, mixed use zoning and parking. With a variety of topics to address, research and drafting a first draft of the bylaw has taken longer than anticipated. With this in mind, a revised draft consultation plan is attached to this report. In order to avoid the summer months (where traditionally consultation is not successful) the project will carry on into the fall. A draft of the bylaw will be available to the public over the summer months, and staff anticipate a public hearing and conclusion of the project in the Fall rather than in June as previously indicated.
BUDGET IMPLICATIONS:
The overall project budget is not impacted. The project will be delivered within the available budget.
ALTERNATIVES TO STAFF RECOMMENDATION:
If Council wishes staff to proceed with consultation through the summer months the project can be completed in the early Fall (anticipated completion in September).
If Council wishes the expedite the project an appropriate resolution would be:
THAT the consultation plan be amended to include consultation over the summer.
RECOMMENDATION:
THAT this report be received for information;
AND THAT the amended Communications Plan dated May 2013 be approved by Council.
