TOWN OF VIEW ROYAL CALL FOR EXPRESSION OF INTEREST

EXPRESSION OF INTEREST FOR PROVISION OF SERVICES TO IMPLEMENT A LONG TERM PLAN FOR THE CARE AND ONGOING MAINTENANCE OF WELLAND LEGACY PARK

This 'Expression of Interest' is sought for development of Welland Legacy Park where the Town of View Royal (TOVR) is the Owner:

Welland Legacy Park is an urban fruit orchard located in the northeast area of the Town of View Royal. The park is bordered by Burnside Road West to the north, the District of Saanich municipal border to the east, Stancil Lane to the West and the Capital Regional District's Galloping Goose Trail to the south.

The property is a south facing slope with approximately 235 trees, shrubs and vines on the site ranging from full grown Eucalyptus trees, to native Garry Oak and Douglas fir trees, numerous fruit trees and small starter trees in pots. Many different fruit tree species are on the site, including apples (the predominant species), figs, kiwi, hazelnut, plum, grapes, persimmon, to name just a few. There is a large grass area in the middle of the property which is ideally suited for garden plots.

TOVR invites interested Organizations, Community Groups and/or Registered Societies with proven capabilities and demonstrated experience in the performance of the maintenance of orchards and tree maintenance services to submit an application for the provision of services. There will be a mandatory site visit for all proponents who wish to apply.

A brief requirement and scope of services is as follows:

Requirements:

  1. Registration: Proponent must be recognized as a non-profit or similar designation, have professional status and/or be able to carry liability insurance. Include all pertinent information regarding history, status and current relevant on-going operations.

  2. Capabilities: Each proponent will provide the qualifications of their supervisory team along with the number of members that will be performing the expected tasks required.

  3. Services Provided: The proponent will submit a detailed work process outlining all anticipated activities as well as their timing within the calendar year. In addition to an annual work plan, the proponent will provide a five (5) year vision of the expected outcomes as a result of the submitted annual task plan. The anticipated number of labour hours performed for each task as well as an estimated budgeted expenditure and allocation of resources for the year must be included.

Scope:

Description:

  1. Location: a. Address for the park is 1215 Stancil Lane.

  2. Access Points: a. Pedestrian i. One gate off of Burnside Road, between 1245 and 1247 Burnside Rd W. ii. One gate off of the end of Stancil Lane iii. Two gates at the south end adjacent to the Galloping Goose Trail b. Vehicle i. Off of the end of Stancil Lane (14' wide access gate)

  3. Size (Note: all dimensions are approximate): a. Area (Metric and Imperial): i. 2800 sq. m or 0.28 hectares ii. 30,100 sq. ft. or 3350 sq. yds. or 0.69 acres b. Perimeter: i. 384 metres ii. 1260 feet or 420 yards

  4. Fencing: a. Entire perimeter of the park is fenced with four to six foot high chain link fencing

  5. Water Service: a. There is a metered, 2" water service at the Stancil Lane access. There is a 2" Double Check Valve Assembly (DCVA) for back flow prevention and an adjustable 2" Pressure Reducing Valve (PRV) set to 90 psi (water pressure in View Royal is extremely high) installed after the meter.

  6. Trees: a. More than half (146) of the trees on the site are apples with approximately 90 of these trees in two espaliered plots. b. Numerous other non-native and native species trees and shrubs, both fruit and non-fruit bearing are present on the site

The Welland Legacy Park is expected to remain in as natural condition as possible, where no permanent parking or playgrounds will be installed. However tree removal as required to maintain optimal health of the park is permitted as authorized by the Town of View Royal. As well, if desired, a Community Garden may be established on the grounds at the discretion of the proponent upon authorization being granted by the Town of View Royal.

In addition to orchard activities, the proponent would be required to maintain all species of trees in an accepted horticultural practice as outlined in the British Columbia Landscape and Nurseries Association handbook (BCLNA). A water connection is available for tree and grass maintenance. Other work tasks include a connection to the Galloping Goose Trail. All activities will result in a Park that is safe for 24-hour public access and is maintained in an aesthetic and horticulturally professional manner.

Funding:

The Town of View Royal will provide an initial investment of $15,000 as well as on-going maintenance funding of $3,000 annually. The initial agreement will be for a three (3) year term with an ability to extend an additional two (2) years.
