1. CALL TO ORDER

Mayor Hill called the meeting to order at 4:03 p.m.

2. APPROVAL OF AGENDA

MOVED BY: Councillor Mattson SECONDED: Councillor Rogers

THAT the agenda be approved as presented. CARRIED

3. REPORTS

a) Continuation of 2013-2017 Financial Plan Deliberations – Sewer, RCMP and Capital

RCMP:

  • salaries and benefits – no change;
  • Municipal RCMP Contract – $5,400 increase; and
  • contract increase of $70,321 at current 8.35 FTE level; RCMP had requested additional FTE which is not reflected in the budget.

Council requested that the Municipal RCMP Contract report be forwarded to Council for their review.

Sanitary Sewer:

  • return on investment interest (interest expected);
  • annual sewer fee collected;
  • transfer from investment of financial assets – large increase in amount due to reclassification; no impact on taxation or revenue received;
  • revenue offsetting of one-time supplemental items;
  • sewer master plan has been transferred from 2013 to 2014 budget;
  • environmental health vehicles for sewer and lift stations;
  • one time increase to services and supplies; and
  • decrease to SCADA and grinder pumps.

2013 Capital Project:

Transportation:

  • 314 Bessborough Avenue retaining wall; and
  • Stoneridge wetlands walkway retention and fence.

Drainage:

  • Kingham Place from 70 – 86;
  • Island Highway (Atkins Road across to Price Road; and
  • View Royal Avenue (Beaumont Avenue to Stewart Avenue).

Sewer:

  • Stewart Pump Station upgrade;
  • Glenairlie and Thetis Cove pump replacements; and
  • E&N trail installation.

Parks:

  • Chilco Trail development;
  • Duffus Trail (Anya Court) stairs;
  • Glentana Road access;
  • Seabird Park – part 1;
  • Welland Park;
  • View Royal Park – implementation of View Royal Park plan;
  • Dump truck – 3 ton with hydraulic lift; and
  • Vehicle decals.

Council requested a report on the status of Welland Park and the need to have the park opened to the public; as well as possible consultation with the immediate neighbours.

Fire Services:

  • Public Safety Building; and
  • Vehicle replacement – fire engine.

Emergency Program:

  • ESS container

Police Services:

  • RCMP equipment

Administration/General Government:

  • software upgrades;
  • annual computer replacement;
  • computer server replacement; and
  • new interdepartmental vehicles.

Land Acquisitions:

  • Bessborough/Tovey/Beaumont - portions of for road closure/raising title; and
  • miscellaneous land acquisitions.

Council requested that the road closure/raising of title to portions of Bessborough/Tovey/Beaumont be deferred.
