SUBJECT: COUNCIL - Economic Development Standing Committee Terms of Reference

PURPOSE:

  1. To established a Terms of Reference for the Economic Development Standing Committee of Council.

POLICY:

  1. COMPOSITION: The Economic Development Committee is a Standing Committee of Council that meets the first Tuesday of every month. The Committee consists of all members of Council with one Councillor appointed as Chair by the Mayor. The primary focus of this committee is the support of local business and the encouragement of new investment in View Royal.

  2. TERMS OF REFERENCE AND PROCEDURES: 2.1 The primary objectives are as follows.

    • Defining the goals of an economic vision for View Royal and creating an action plan to achieve that vision.
    • Promote View Royal both locally and nationally.
    • Identifying sites and buildings, assisting with approvals to accommodate growth, expansion and relocation, and advocating for business.
    • Respond to inquiries and provide information to potential investors.
    • In conjunction with other committees work to increase safety, security, and cleanliness. Embark on beautification projects that will attract investment and increase business opportunity, while preserving the character of the Town.
    • Improve support for business development.
    • To retain and promote existing business while working to attract new business.
    • Advocate for streamlined procedures, identifying and removing barriers.

    2.2 One of the major focuses will be to provide information, develop policy, and provide business advocacy at Council. We will maintain up to date local economic information to assist business in making well-informed decisions.

    2.3 Our Standing Committee voices the concerns of business to civic decision makers, and influences government policy to assist with business growth, providing advice to Council on proposals and projects of economic significance.

    Staff and the Chair will work with business and other interested parties to create economic development strategies that will facilitate economic growth and creative ideas that will ultimately benefit the entire town while keeping the vision of the Official Community Plan.
