Greater Victoria Integrated Police Units Protocol

  1. Being that it is more efficient and cost effective to share specialized police resources, the Greater Victoria police agencies agree to the following protocols. These protocols are designed to provide guidance for decisions made in relation to the management of the Units.

  2. There will be a single Joint Management Team (JMT) to administer regional integrated Units in an effort to provide greater consistency in the management of the Units, and an efficient reporting structure that may be more effective in communicating with stakeholders.

  3. The JMT will report to the Area Chiefs. All JMT decisions must be ratified by the Area Chiefs.

  4. The JMT will consist of one representative from: Victoria Police Department, Saanich Police, Oak Bay Police Department, Central Saanich Police Service, Island District RCMP, West Shore RCMP, Sidney/North Saanich RCMP, and Sooke RCMP.

4.1 All representatives will have rights to engage in discussion at all meetings.

4.2 Only agencies participating in a specified Unit will have rights to vote on matters pertaining to that Unit. Decisions will be based on reaching consensus where possible.

4.3 Each MOU for individual Units will include an exit clause. In general terms it is expected that agencies will provide notice of a full budget (municipal) year if they intend to withdraw from an integrated Unit.

4.4 It is further expected that agencies will commit to a three-year term for participation in any new integrated Units in order to allow for sufficient start-up and evaluation periods and to ensure the Unit mandate is meeting the needs of the region partner police agencies.

  1. The JMT will administer the following units; Regional Crime Unit (RCU), Regional Domestic Violence Unit (RDVU), Mobile Youth Service Team (MYST), Integrated Mobile Crisis Response Team (IMCRT), Crime Stoppers, Greater Victoria Emergency Response Team (ERT), the municipal Crowd Management Unit (CMU), the municipal Greater Victoria Integrated Police Dive Team, and other integrated Units as directed by the Area Chiefs.

  2. Each Unit will have an Operations Council and/or a designated Operational Supervisor to report to on a daily basis.

  3. The Operations Council or Supervisor will present the JMT with a proposed budget by June 30 each year. This budget will include all costs and any requested resource increases. This will allow approval of the Area Chiefs in time for the Chiefs to include these figures in their annual budget submissions to their Councils.

  4. The Units will be funded by the agreed upon funding formula in Appendix "A"

  5. Each Unit will be operated by the operational agreement in Appendix "B"

  6. The Units will be staffed by the resource management plan in Appendix "C"

  7. The JMT will produce a consolidated report on all integrated Units to accompany the budget requests.


Appendix "A"

The funding formula for integrated units was approved by Area Chiefs June 2013, but will not be implemented until January 1, 2014. The formula is:

The policing costs for operating the Unit (manpower and operations) will be borne by the participating police agencies on an approved percentage basis with ¼ strength, ¼ population, ¼ property assessment, and ¼ aggregate files (five year avg). These figures will be updated every three years.

Amendment: The exception to this formula is Regional Crime Unit (RCU). Due to the Provincial Government contribution of four positions (3RM’s and one Analyst), the funding formula for the RCU will incorporate an allowance for that contribution. The above formula will be used with only the municipal member strength being calculated in the strength portion of the formula. As per Police Resources in British Columbia, 2011 document West Shore strength will be 51, and Sooke will be 11. Adopted:

B-1 Regional Crime Unit

The RCU Operations Council:

  1. Will consist of one police member appointed by each of the participating agencies: Oak Bay, Saanich, and RCMP
  2. Meet quarterly
  3. Review the Memorandum of Understanding, and policies, and recommend any necessary changes to the JMT
  4. Produce a written annual report to JMT (to be reported to Area Chiefs and shared with Municipal partners)
  5. Prepare an annual budget submission
  6. Provide guidance and strategic advice on operational matters

B-2 Regional Domestic Violence Unit (RDVU)

The RDVU Operations Council:

  1. Will consist of three police members appointed by the Area Chiefs, the Executive of the Women’s Transition House, and the Regional Manager of the MCFD or his/her designate.
  2. Meet quarterly
  3. Review the Memorandum of Understanding, and policies that affect policing, and recommend any necessary changes to the JMT
  4. Produce a written annual report to JMT (to be reported to Area Chiefs and shared with Municipal partners)
  5. Prepare an annual budget submission
  6. Provide guidance and strategic advice on operational matters
  7. Approve initiatives undertaken by the RDVU

B-3 MYST

The MYST Operations Council:

  1. Will consist of the unit manager of the agency staffing the position
  2. Meet frequently with the member(s) of the team
  3. Review the Memorandum of Understanding, and policies, and recommend any necessary changes to the JMT
  4. Produce a written annual report to JMT (to be reported to Area Chiefs and shared with Municipal partners)
  5. Prepare an annual budget submission
  6. Provide guidance and strategic advice on operational matters

B-4 IMCRT

The IMCRT Operations Council:

  1. Will consist of the unit manager of the agency staffing the position
  2. Meet frequently with the member(s) of the unit
  3. Review the Memorandum of Understanding, and policies that affect policing, and recommend any necessary changes to the JMT
  4. Produce a written annual report to JMT (to be reported to Area Chiefs and shared with Municipal partners)
  5. Prepare an annual budget submission
  6. Provide guidance and strategic advice on operational matters

B-5 Crime Stoppers

The Greater Victoria Crime Stoppers Operations Council:

  1. Will consist of the Greater Victoria Crime Stoppers Board of Directors, with one police liaison appointed by the Area Chiefs.
  2. Meet as required
  3. Review the Memorandum of Understanding, and policies, and recommend any necessary changes to the JMT
  4. Produce a written annual report to JMT (to be reported to Area Chiefs and shared with Municipal partners)
  5. Prepare an annual budget submission

The Greater Victoria Municipal ERT Operations Council:

  1. Will consist of one police member appointed by each of the participating agencies: Central Saanich, Oak Bay, Saanich, and Victoria Police Departments.

Appendix "C"

Vacancies for Integrated Units will be advertised regionally. Full-time Unit positions will be filled on a three year rotational basis.

The JMT will approve job descriptions for each Unit as prepared by Unit Operations Councils or Supervisors.

The JMT will be responsible for determining which agency will be responsible for posting vacancies and running the selection process. The JMT may set the parameters for the posting of any given position in consideration of factors including, but not limited to, a balance of officers from varying police agencies, contributions of partners in other Units, and equity for the participating partners. Police Agencies may choose whether or not their personnel will compete for a position.

The designated selection panel will identify the successful candidate from the applicants put forward by each agency.

The police agencies contributing personnel will be credited with salary dollars (wages and benefits) for their personnel against the expected allocated contribution to Integrated Policing Units.
