The Chair called the meeting to order at 7:05 pm.

6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Update on Trails & Potential Trails:

  1. Chilco – No budget allocated in 2013 The Committee discussed the delay on the Chilco Trail and will be requesting funding in the 2014 budget.

  2. Chan Subdivision – No budget allocated in 2013 The Committee discussed the costs associated with working on the Chan Subdivision trail due to the fish bearing creek and Town liability.

  3. View Royal Park – 2013 funded projects completed; grant application for exercise equipment in process The Committee discussed the funded projects – garden plots, shed and drainage as well as the status of the grant application for exercise equipment.

  4. Welland Legacy Park – LifeCycles interim agreement in place; work bee in early September; volunteers coalescing The Committee discussed the progress of Welland Legacy Park with the work that LifeCycles has been doing. Workshops have been held and an irrigation system has been installed. Public access is available from the gates at Burnside Road West and at Stancil Lane with pathways and trails. Garden beds may be considered in the future. The fruit trees are the main focus now. Grand Opening is being held on Sunday September 29, 2013.

  5. Crane Easement – Not proceeding at this time The Committee discussed Crane Easement and that it is not proceeding at this time.

b) Ivy Pull The Committee discussed the work that is being done in Portage Park in regards to the removal of invasive species. Workshops are being held with volunteers focussing on one area at a time to remove invasive plants. Tools and equipment are supplied by the Town for the volunteers to use.

7. REPORTS

7.1 STAFF REPORTS

The Parks Supervisor updated the Committee on the work being done in Portage Park with the E & N Rail Trail, the future placement of the playground at higher ground due to drainage. Stewart shoreline access work is near finished with the planting of cedars and plants. View Royal Park playground will have wood chips added. The Community Picnic in the Park went well at Helmcken Centennial Park, the grounds were cleaned and benches were painted. The parks crew will continue to clean up the flower beds throughout View Royal.

a) New Trails within Portage Park “THAT the Committee recommend to Council that the Parks, Recreation and Environment Advisory Committee discuss possible options to establish a connection to the E & N Rail Trail at the south end of Portage Park from a potential extension to the existing waterfront path.” (Referral from September 10, 2013 Committee of the Whole meeting)
