a) View Royal Speed Limits – Notice of Motion

  1. Report dated May 2, 2013 from the Chief Administrative Officer MOVED BY: D. Faulks SECONDED: A. Weisgerber TAC-01-13 THAT the Advisory Committee recommend to Council that the current speed limit of 50 km per hour remain unchanged; AND THAT property owners on a street-by-street basis can request a speed limit reduction of Council. CARRIED

b) Traffic Calming Guidelines

  1. Report dated April 9, 2013 from the Director of Engineering MOVED BY: A. Hanes SECONDED: D. Faulks TAC-02-13 THAT a discussion regarding Traffic Calming Guidelines be tabled for further consideration at the next Transportation Advisory Committee meeting. CARRIED

a) Committee Protocol - Introducing New Items Advisory Committee Procedures (see item 3.14) The Advisory Committee reviewed the Council-approved procedures. Items to be added to the agenda are to be sent to the Chair, Staff Liaison or Council Liaison, who will review and forward to the Secretary for the agenda at least two weeks prior to a meeting.

Items that were recently forwarded include:

  1. Relocating the Crosswalk on the Island Highway at Cambridge Motel to Burnett Road The Advisory Committee discussed how relocating the crosswalk on Island Highway at the Cambridge Motel to Burnett Road is not a quick, simple fix. The current crosswalk is based on infrastructure that cannot be moved. A new crosswalk could be added in the future when there are sufficient funds available.

  2. Sidewalks and Speed Humps on Burnett Road The Advisory Committee discussed that street lighting and traffic speeds are a concern on Burnett Road. It is the Town’s long term intention to install sidewalks on Burnett Road. A Committee member discussed the opportunity to use a mobile solar powered traffic device to provide traffic speed information in real time to drivers. Mr. Weisgerber will continue to monitor traffic speeds on Burnett Road and bring back the issue if necessary.

  3. Traffic Light Pattern at Wilfert Road The Advisory Committee discussed when turning left from Island Highway onto Wilfert Road the through traffic signal turns red for cars on Island Highway in both directions, but is not necessary for traffic heading in the direction of Colwood. The Director of Engineering will follow up on the signal’s programming.

b) Medical Leave Request – Chair MOVED BY: A. Weisgerber SECONDED: A Hanes THAT R. McLeod be appointed as Vice Chair for the Transportation Advisory Committee, and serve as Chair on an interim basis. CARRIED

c) Burnett Road Traffic Speed and Lighting (carried forward from July 23, 2013 agenda) Discussed above, Item 11. a) 2.

d) Traffic Circle at Watkiss Way/Burnside Road (carried forward from July 23, 2013 agenda) The Advisory Committee discussed the impact that a traffic circle could have on the Galloping Goose Regional Trail traffic and concluded that the intersection remain as is at this time.
