PURPOSE OF REPORT:
To update the Committee on the current status of the Craigflower Bridge Replacement Project.

PROJECT INFORMATION:
Project Schedule:
Crews have now completed the bridge piers and abutments. Work is continuing on the steel fabrication in the SureSpan plant; the first two sets of steel trusses have now arrived on site and are installed, with two more sets to be delivered by the end of the year. The latest schedule submitted by the Contractor has a partial opening of the bridge in May of 2014, with total project completion mid-June. The Contractor is striving to improve this schedule.
There will be no construction activity on the project site from December 20th, 2013 to January 6th, 2014.
Construction Progress:
- Concrete work now complete in all piers; coffer dam removed in final pier (Pier 3); currently working on installation of sleepers at each abutment; hydro ducts installed through both abutment walls; rip rap placed at north abutment;
- Work on steel trusses in SureSpan plant continuing; first two sets of completed trusses on-site and cross bracing and installation on piers completed; third set of trusses arriving this week;
- South Approach: temporary walkway on west side relocated for installation of rock wall; west side prepped for rock wall and installation started; tie-in of new water main and fire hydrant by CRD Water complete; street lights installed (one currently operational); gas line and tie-in to intersection complete;
- North Approach: preparation for section of sidewalk completed and installation started; some street lights installed; hydro ducting installed; catch basins and irrigation sleeves installed; section of roadway graded and bottom lift paved;
- Don Mann Excavating currently at 75% completion of original scope.

Environmental and Archaeological Management:
- Ongoing inspections have taken place since the start of the construction by the municipalities' Environmental Monitor (AESC) and the Contractor's Environmental Monitor (Aquaparian) and no major issues have been identified;
- The majority of work within the waterway is now complete (just the removal of the work bridge and fingers are left); therefore environmental attendance will be reduced to bi-monthly visits or as requested by the project team;
- Request made for extension of DFO Valid Authorization Period from February 15th, 2013 to June 30th, 2014;
- Staff received complimentary letter from Gorge Waterway Action Society for the environmental monitoring that has been/is being done during construction;
- Staff working with Golder and First Nations to organize the final funeral service, burning ceremony and feast which will be taking place on December 11th, 2013 at Esquimalt Nation.
Traffic Management:
- No complaints received since the November COW report;
- Admirals Road open to local traffic; temporary stop signs in place at the intersection of Admirals Road and Gorge Road until upgraded signal is operational;
- Gorge Road from Admirals Road to Tillicum Road continues to be closed for Saanich sewer system upgrades;
- Pedestrian walkway re-surfaced, safety improvements made and repairs to lighting carried out;
- Saanich RCMP spot monitoring and issuing tickets to cyclists not dismounting while using pedestrian walkway.
Communications:
- Ongoing updates to website;
- Staff working on strategy to mitigate the impact of the further delay in the bridge opening on businesses – focus will be on the bridge opening; staff has been in contact with certain businesses regarding delayed opening;
- Staff continues to receive very few enquiries and complaints to date.

Total Cost Overages = $1,598,881
Therefore, charges against the allocated contingency fund are now at approximately $361,406 (the View Royal portion being $180,703, plus $20,000 for View Royal archaeological work to date, for a View Royal total of $200,703).
