PURPOSE OF REPORT:

To update the Committee on the status of the revision of the Subdivision servicing Bylaw, as the leading document for establishing the Town's identity from an engineering design prospective. The bylaw controls the future development of roads within the Town. Staff will be utilizing the bylaw as the standard required for developers during the development process.

BACKGROUND:

The current Subdivision Servicing Bylaw needs to be revised. In 2013 funding was allocated and Urban Systems were retained to facilitate the process. As part of the process the Town will be formalizing its' adoption of the Master Municipal Construction Documents (MMCD). In addition the Town will be developing Supplemental specifications that will be the unique characteristics of the Town that helps establish the Town of View Royals identity and brand. As an integral part of the process Council and the public will be engaged to provide their input into the development of various aspects of the project. Once the bylaw is adopted any deviations from the bylaw will require a development variance permit.

PROJECT INFORMATION:

The Town of View Royal has several roads that are unique establishing this identity is paramount to Brand the Town's identity. Road cross sections (enclosed) have been developed based on our current roads. As well the philosophy of being a pedestrian/cyclist friendly community has been incorporated into the process. It is imperative that we ensure that the bylaw is a reflection of our Council/Communities wishes and our vision for the various individual neighbourhoods and their unique characteristics. In the winter of 2014 Council and the Public will be invited to an open house to solicit their comments to be incorporated into the final design cross sections.
