PURPOSE OF REPORT:
To update the Committee on the current status of the Craigflower Bridge Replacement Project.

PROJECT INFORMATION:
Project Schedule:
Crews have now completed rebar installation and grouting of the pre-cast deck panels, as well as the pouring of the cast-in-place concrete for the roadway portion of the concrete deck. All work went smoothly and is of high quality. Currently the crash barrier which runs between the roadway and the bike lane/sidewalk is being formed and prepared for concrete. Next will be the cast-in-place bike lane and sidewalk concrete forming and pouring. Curb and gutter and sidewalk installation, electrical work and landscaping on the approach roads continues. The latest schedule submitted by the Contractor has a partial opening of the bridge on May 22nd, 2014, with total project completion mid-June. While weather risks still remain, the Contractor is striving to improve this schedule. The bridge crew is currently working overtime hours.
Construction Progress:
- Forming and reinforced steel installation for deck concrete complete; grouting of precast panels complete; installation of cast-in-place concrete deck complete; inspections and testing of reinforcing steel and concrete ongoing; currently working on formwork for the concrete crash barrier that runs between the roadway and the bike lane/sidewalk;
- South Approach: pedestrian walkway temporarily relocated to east side so that new curb, gutter and sidewalk could be poured on west side along Manor frontage; replacement fence for Manor frontage completed; installed top soil in boulevard areas on east side; utility ducting underneath bridge from south approach to north approach completed; crash barrier formed and expansion joint installed at south end of bridge;
- North Approach: tree planting and installation of sod continues; working on final curb and gutter and sidewalk installation; mortared rock walls completed; crash barrier formed and expansion joint installed at north end of bridge;
- Don Mann Excavating currently at 87% completion of original scope.

Environmental and Archaeological Management:
- The majority of work within the waterway is now complete; just the removal of the work bridge is left which will be monitored by the Town’s environmental consultant as per DFO requirements;
- DFO has approved the extension of DFO Valid Authorization Period from February 15th, 2013 to June 30th, 2014, to allow for removal of the work bridge deck and piles in late April;
- Archaeological work complete.
Traffic Management:
- No complaints received since the February COW report;
- Admirals Road open from Gorge Road to Cowper Street; temporary stop signs in place at the intersection of Admirals Road and Gorge Road until upgraded signal is operational.
Communications:
- Ongoing photo updates, as well as schedule update, made to website;
- Staff seeking clarification from Mayors and Council for re-opening event; staff has contacted the larger businesses with schedule update and queried them for input regarding the re-opening event;
- Staff continues to receive very few enquiries and complaints to date;
- Staff currently working with GWI and First Nations on interpretive signage for the bridge and approaches.
BUDGET IMPLICATIONS:
To summarize the current and anticipated status of the project budget as of the date of this report:

*ICBC contributed $70,000 to the project in 2013 and will be contributing an additional $250,000 in 2014 for a total of $320,000. View Royal’s portion is therefore $160,000.
The current spent and projected expenditure of $1,688,482 includes a very small contingency of approximately 1½%. Staff does not anticipate any substantial risks in the remainder of the project as the majority of outstanding items are lump sum costs. Staff will be able to better confirm this within the next two months.
In addition to the $1,949,397 allocated in the 2013 budget from View Royal funding, staff requested $175,000 for possible unforeseen contingencies in the 2014 budget. It appears that this $175,000 may not be required, however staff recommends that this amount be kept in place until the final project invoice is received from Saanich (presumably September).
