CALL TO ORDER – Acting Mayor, Councillor Rast called the meeting to order at 4:45 p.m.

THAT the agenda be amended to include 5 (b)(1);
AND THAT the agenda be approved as amended. CARRIED

REPORTS
a) Completion of Capital Budget Deliberations
The Committee and the Director of Engineering discussed the following items:
- proposed expansion of the community gardens at View Royal Park in the amount of $20,000 – it was decided that this item would be deferred to the 2015 budget deliberations;
- Mellor Park amenities for the proposed budget amount of $20,000;
- adult exercise equipment in Portage Park – it was noted that this item is listed as a future improvement at View Royal Park and it was decided that this proposed item in Portage Park would not proceed;
- broader Volunteer Invasive Species Removal Program – it was concluded that this initiative, if undertaken, was intended as volunteer work and therefore there are to be no cost implications to the 2014 budget;
- signage kiosks for the proposed budget amount of $11,000; and
- Watkiss Way pedestrian improvements – proposed lighting and sidewalk designs were reviewed as were priorities in the Transportation Master Plan; work on land owned by others; the potential requirement for additional transformers to support increased lighting; and night sky conservation.

COW-51-14 THAT the Committee recommend to Council that, in addition to the $15,000 listed in the 2014 draft budget for a pedestrian crosswalk at Watkiss Way and Marler Drive, $25,000 be included in the 2014 budget for pedestrian improvements on Watkiss Way;
AND THAT staff bring forward a report to Council describing proposed pedestrian improvement expenditures for the $25,000 based on priorities in the area. CARRIED Councillor Mattson voted in the negative
Councillor Mattson left the meeting at 5:14 p.m.

COW-52-14 THAT the Committee recommend to Council that an additional $11,000 be included in the 2014 budget for signage kiosks in up to three locations within View Royal;
AND THAT the installation of the signage kiosks be conditional upon interest from the business community. CARRIED

COW-53-14 THAT the Committee recommend to Council that an additional $12,000 be included in the 2014 budget for the installation of a trail and bench in Mellor Park. CARRIED
b) Property Tax Distribution
- Report dated April 15, 2014 from the Director of Finance
The Committee and staff discussed the rates and ratios comparison of Class 6 (Business) and Class 8 (Recreation) properties between the Town of View Royal and the averages for the province and the Capital Regional District.
The Committee requested that the comparison between the Town and other West Shore municipalities for Class 6 properties be provided.
Staff noted that the estimated tax increase is 4.54% for View Royal.

THAT the report dated April 15, 2014 from the Director of Finance titled “2013 Property Tax Comparison” be received for information. CARRIED

COW-54-14 THAT the Committee recommend to Council that the 2014 Financial Plan and Tax Rates Bylaws be prepared and brought to Council for readings consideration based on the budget meeting deliberations to date. CARRIED
