Letter dated April 3, 2014 from Insp. Chomyn regarding 2014/15 Annual Performance Plan (APP) Priorities

1. ORGANIZED CRIME- DRUG TRAFFICKING

Objective: Reduce impact of organized crime.

The measures for this will be increasing the number of “bar walks” conducted by Detachment member.

A second measure is an increase in the number of Drug Trafficking and Possession for the Purpose of Trafficking charges.

2. TRAFFIC - SAFETY- (MOTOR VEHICLES & ROADS)

Objective: Contribute to Safe Roads.

The measures for this will be a reduction in the number of injury accidents by 5%. A second measure will be an increase in the number of traffic enforcement initiatives conducted by the Detachment, increasing to one campaign a month for a total of twelve. These will focus on aggressive drivers, impaired drivers, and distracted drivers.

3. POLICE/COMMUNITY RELATIONS/VISIBILITY OF POLICE

Objective: Enhance and contribute to police and community relations.

The measures for this will be an increase in the number of special community events and functions Detachment members attend, targeting 20 such events in the coming year.

4. ABORIGINAL POLICING - RELATIONSHIPS

Objective: Contribute to safer and healthier Aboriginal Communities.

The measures for this will be for the First Nation Policing Officer, and Detachment members, to attend community and cultural events in First Nation’s Communities, targeting 15 such events over the year.

5. PROPERTY – REDUCTION OF PROPERTY OFFENCES

Objective: Reduce Property Crime.

The measure for this will target reducing property offences by 5%, with the specific property offences consisting of break and enter (residential and business), theft from vehicles, and theft of vehicles. A second measure will see an increase in the number of curfew checks being done by Detachment members, with a focus on Prolific Offenders.

INITIATIVES

Under each of these priorities there will be a number of initiatives.

The Initiatives for each of these priority items are:

1. ORGANIZED CRIME- DRUG TRAFFICKING

1. Training will be provided on a regular basis at briefings, (“roll call training”) to Detachment members focusing on drug trafficking, searches, sources, and gangs/organized crime. The goal of this initiative is to provide the West Shore members with the knowledge and skills to gather intelligence and take necessary enforcement action.
2. A weekly bulletin will be provided to all West Shore RCMP personnel sharing intelligence and information regarding local drug traffickers and gangs/organized crime elements in the community.
3. Members of the Detachment will gather and share intelligence focusing on Outlaw Motorcycle Gang activity in the West Shore area as well as organized crime and street level gang infiltration to assist in focusing enforcement.
4. West Shore Detachment members will conduct scheduled “bar walks” at licensed establishments, enforcing the liquor and licensing act, as well as gathering intelligence on drug activity and organized crime infiltration.

2. TRAFFIC- CONTRIBUTE TO SAFE ROADS

1. The West Shore Detachment will partner with ICBC and identify high crash zones in the various communities policed by West Shore, providing this information to the Detachment personnel for targeted enforcement.
2. Each week members will conduct targeted enforcement action at the high crash areas identified.
3. Each month West Shore Detachment personnel will participate in a traffic initiative or campaign, in cooperation with ICBC campaigns when possible, targeting specific driving issues, such as impaired drivers, distracted drivers, aggressive drivers etc.

3. POLICE/COMMUNITY RELATIONS/VISIBILITY

1. The West Shore Detachment will conduct an Open House, scheduled for May 11th.
2. West Shore Detachment Members will identify and attend a total of 15 community events throughout the year in an official capacity.
3. The West Shore Detachment will implement a regular bike and foot patrol unit for the summer months, focusing enforcement and patrols in parks, trails, and the downtown core areas.

4. FIRST NATIONS POLICING

1. The First Nation Policing Officer will arrange and conduct 15 programs over the coming year focusing on First Nation youth and local schools. These will be developed in consultation with the First Nation community and include the DARE program.
2. The First Nation Police Officer will attend 8 youth and cultural events over the coming year related to First Nation youth and serve as a role model and interact with the youth in the First Nation community.
3. The First Nation Police Officer will plan and participate in a cross cultural awareness training session building awareness and relationships with the First Nation community. This training will be for Detachment personnel.

5. PROPERTY – REDUCE PROPERTY CRIME

1. West Shore Detachment Members will conduct regular curfew checks, focusing on prolific offenders and drug traffickers. Information on prolific offenders will be supplied by the Detachment Crime Analyst and Victoria Probation.
2. The West Shore Detachment will utilize the “Lock It or Lose It” program, conducting regular “Lock It or Lose It” campaigns.
3. The West Shore Detachment will increase the number of “Blocks” involved in “Block Watch”.
4. The West Shore Detachment will partner with the Regional Crime Unit to target prolific offenders resulting in criminal charges.
