Vantreight subsequently advises they will not execute the contract. • Processing contract awarded to Foundation Organics in November. |
| 2013 | • August: CRD suspends Foundation Organics’ facility licence and contract. Kitchen scraps are sent to out-of-region facilities for processing. • September: Environmental Services Committee (ESC) direction to continue sending kitchen scraps out of region instead of developing a temporary food waste storage site at Hartland. Deferral of staff report until longer-term options can be considered. • October/November: ESC recommendation to the Board to expand the transfer station at Hartland landfill, delay the surcharge and issue an interim tender for hauling and processing. The recommendation to undertake a request for proposals for the development of a kitchen scraps processing facility as a public/private partnership is dropped. • November: Board direction to expand transfer station at Hartland landfill, delay the surcharge and issue an interim tender for hauling and processing. • December: CRD issues tender for hauling and processing from Hartland transfer station. |
| 2014 | • February: Tender results to ESC for award of contract. Request for supplementary information. • March: ESC defeat of motion to award processing contract, increase tipping fee for kitchen scraps to $140/tonne and introduce Bylaw No. 3917. Recommendation to the Board to bring forward a plan for an in-region solution as soon as practicable. • April: Board votes to award short-term processing contract and move forward with a long-term option for the CRD to undertake a RFP process to identify a processing facility in proximity to the region. At this time, there is no formal obligation for municipal or private haulers to commit their separated kitchen scraps to the short-term processer. The $20 incentive remains in effect until the end of 2014; the disincentive of a 20% surcharge (originally proposed for 2014) was delayed. A ban on disposing kitchen scraps in the landfill remains in place for January 2015. |
