PURPOSE OF REPORT:

To update the Committee on the current status of the Craigflower Bridge Replacement Project.

PROJECT INFORMATION:

Project Schedule:

Crews have now completed the installation of the steel trusses and cross bracing for all four spans. Steel assembly on-site went very well. All precast deck panels have been shipped to the site and installed across all four spans and rebar installation and grouting of the panels is currently taking place. Next will be the cast-in-place deck and sidewalk concrete forming and pouring, which is expected to be completed by early March. Curb and gutter, sidewalk and electrical work continues and some landscaping has started. The latest schedule submitted by the Contractor has a partial opening of the bridge in May, with total project completion mid-June. While weather risks still remain, the Contractor is striving to improve this schedule.

Construction Progress:

• All steel and precast concrete deck panel work in SureSpan plant now complete;
• Steel trusses and cross bracing installation for all four spans now complete and all work bridge finger extensions removed;
• Precast concrete deck panels shipped to site and installed across all four spans; currently working on concrete forming and rebar installation for deck pour; grouting of precast panels will commence once weather warms up; deck finishing machine delivered to site;
• South Approach: existing sidewalk removed and new curb, gutter and sidewalk poured at corner of Admirals Road and Craigflower Road; new sidewalk installed along east side at Econo Lodge; river rock, topsoil, plantings and split rail fence installed for rain garden; trees planted on east side; Econo Lodge access paved;
• North Approach: poured retaining wall at north end of bridge; irrigation installation started; trees planted in median;
• Don Mann Excavating currently at 86% completion of original scope.

Environmental and Archaeological Management:

• The majority of work within the waterway is now complete (just the removal of the work bridge is left); therefore attendance by environmental monitors has been reduced to bi-monthly visits or as requested by the project team;
• Request made for extension of DFO Valid Authorization Period from February 15th, 2013 to June 30th, 2014, to allow for removal of the work bridge deck and piles in late April;
• Archaeological work now complete.

Traffic Management:

• No complaints received since the January COW report;
• Admirals Road open from Gorge Road to Cowper Street; temporary stop signs in place at the intersection of Admirals Road and Gorge Road until upgraded signal is operational.

Communications:

• Ongoing updates to website;
• Staff commencing preparations for opening ceremony; staff will be updating businesses on schedule and opening ceremony once details confirmed;
• Staff continues to receive very few enquiries and complaints to date;
• Staff currently working with GWI, Saanich, Heritage Branch and First Nations on interpretive signage for the bridge and approaches.

BUDGET IMPLICATIONS:

To date, the following cost savings have been realized: Pedestrian Bridge BCH Overhead Cost Coverage Approach Slab Change Monetary Incentive (Bonus) Payment Riprap Quantity Salt Marsh Habitat Restoration Web Doublers and Stiffeners Deck Drain Changes Additional ICBC Funding Total Cost Savings = $1,237,475

To date, the following cost overages have been realized: Contaminated Fill Insurance Oyster Relocations Pedestrian Walkway and Lighting Extension of Cofferdam Due to Old Piles Pile Inspections Design Engineer of Record Inspections Geotechnical Engineer of Record Inspections Increased Pile Depths Pier Formwork Quantity Abutment Formwork Quantity Common Excavation Overage Embankment Fill Increase Metallizing Quantity Web Doublers and Stiffeners Water Main View Royal Side Archaeology Management Contract Administration Total Cost Overages = $1,598,881

There has been no change in costs since the January COW report, therefore, charges against the allocated contingency fund are still at approximately $361,406 (the View Royal portion being $180,703, plus $20,000 for View Royal archaeological work to date, for a View Royal total of $200,703). Staff has requested an additional $175,000 in the 2014 capital budget for possible unforeseen contingencies. However, most of the remaining work is lump sum with no significant cost increases expected.
