Dear Mayor Hill and Council,
Re: Proposed Rezoning Bylaw Text Amendment for Daycare Use 100 Aldersmith Place, View Royal, B.C.
By way of introduction, my name is Scott Lee of Revesco Properties and my company is the owner of Nelson Square located at the above noted address. Revesco is requesting the Mayor and Council's permission to amend the existing zoning bylaw to include a daycare use in the Comprehensive Development (CD – 1) Zoning Bylaw.
Our company has owned Nelson Square since March, 2012 and has been diligently attempting to upgrade the property, renew existing tenancies and attract new tenants to the centre. While the Craigflower Bridge replacement was absolutely necessary, the project completely eliminated all leasing interest for Nelson Square over the past 18 months and we have been working with our existing tenants in every conceivable way to sustain their businesses and support them where possible. Since the re-opening of the bridge, we have recently been approached by a few new tenants looking to locate at Nelson Square.
We have been approached by a local daycare operation that currently has four (4) existing locations on Vancouver Island and is interested in opening a new facility in View Royal. Affordable, local and high quality childcare facilities are becoming increasingly difficult for parents to locate, and even more challenging to enroll new children. This daycare operator is proposing a 3,300 square foot premise within an existing building and some ancillary outdoor space adjacent to the premises. I have attached a site plan to illustrate the location on the site. There would be no revisions required to the exterior of the premises, other than the outdoor space, which can be accommodated on site with minimal modifications to the existing landscaping. This operation would provide daycare services to infants and up to pre-school aged children during the work week and employ up to 10 full time and 2 part time staff members. We believe the daycare use is compatible and synergistic with other retail uses within the center (as witnessed by the proliferation of daycare uses within retail centers in other jurisdictions), and strongly believe the working parents of View Royal will appreciate the opportunity to utilize this desperately needed service.
In closing, Revesco is seeking the Mayor and Council's permission to amend the existing zoning bylaw to include daycare as a permissible use under the CD-1 bylaws.
