Traffic Calming Policy and Guidelines

RECOMMENDATION:

THAT the Committee recommends to Council the adoption of the Traffic Calming Guidelines;

AND THAT the Committee recommend to Council that staff be directed to formalize a Traffic Calming Policy and bring forward to Council for adoption.

I concur with the recommendation.

PURPOSE OF REPORT:

Council directed staff to review the traffic calming policy with the Transportation Advisory Committee (TAC), Item C40-13 from the Engineering Action List. At the July 23, 2014, TAC meeting comments were submitted to staff. Attached are the revisions.

BACKGROUND:

The Town of View Royal has received requests from various neighbourhoods asking for speed humps. Staff recognizes that speed humps not only create various issues they are not always the best solution to residents' concerns. In an effort to formalize a process and to quantify a solution to various requests submitted, staff developed a guideline for traffic calming solutions. It is intended that the guidelines would form part the process for the development of a "Traffic Calming Policy" for the Town of View Royal.

BUDGET IMPLICATIONS:

The 2014 financial plan does not include funding for traffic calming solutions. If the guidelines are adopted funding should be allocated on an annual basis to implement the future Traffic Calming Policy in future financial plans.

ALTERNATIVES TO STAFF RECOMMENDATION:

That the status quo remains and each individual request is reviewed by Council to determine an outcome for the requested speed humps.

RECOMMENDATION:

THAT the Committee recommends to Council the adoption of the Traffic Calming Guidelines;

AND THAT the Committee recommend to Council that staff be directed to formalize a Traffic Calming Policy and bring forward to Council for adoption.
