Safety Improvements Watkiss Way

RECOMMENDATION:

THAT the Committee recommends to Council that the project proceeds.

I concur with the recommendation.

PURPOSE OF REPORT:

To inform Council of the Transportation Advisory Committee's (TAC) decision on the expenditure of funds allocated for Watkiss Way during the 2014 Capital Budget deliberations

BACKGROUND:

During the 2014 Capital Budget deliberations $25,000 was allocated to improve pedestrian and cyclist safety. Several options were available, it was determined that the TAC committee would review the options and provide a recommendation for upgrading Watkiss Way. At the July 29 TAC meeting all the options were discussed and the following items were agreed to by the majority of the members:

• Install curb along the shoulder on the north side of Watkiss Way (see sketch).
• Install applicable signage at the start of the curb west of Marler Drive for pedestrians & cyclists to provide a warning for the start of the raised curb.
• Install a new walkway behind the concrete barriers at the curve to Highland Road
• Tie-in to the existing concrete sidewalk on Highland Road north of Flury Heights.

It should be noted that cyclists will no longer be able to use the shoulder on this north side of Watkiss Way in this section due to width constraints, so cyclists will have to share the lane with vehicles. Work will be contingent on costs and if estimates reflect higher costs the curb or sidewalk will be altered to stay within budget.

All of the above work will tie into the pedestrian improvements and crosswalk to be installed at Marler Drive on Watkiss Way.

ALTERNATIVES TO STAFF RECOMMENDATION:

That the committee recommends to council that the funding be rescinded.

THAT the Committee recommends to Council that the project proceeds.
