CRAIGFLOWER BRIDGE REPLACEMENT PROJECT UPDATE JANUARY 2014

PURPOSE OF REPORT:

To update the Committee on the current status of the Craigflower Bridge Replacement Project.

PROJECT INFORMATION:

Project Schedule:

Crews have now completed the bridge piers and abutments and all cofferdams have been removed. Work is currently taking place on the last of the steel trusses and cross bracing fabrication in the SureSpan plant. The first two spans have now been installed and completion of the remaining two spans is expected by early February. Steel assembly on-site has gone very well to date indicating high quality fabrication. The precast deck panels are ready for shipment and are expected to be installed by early March. The majority of underground work in the approach roads is now complete, and curb and gutter, sidewalk and street lighting installation is in progress. The latest schedule submitted by the Contractor has a partial opening of the bridge in May, with total project completion mid-June. While weather risks still remain, the Contractor is striving to improve this schedule.

Construction Progress:

• Work in SureSpan plant continuing on trusses and bracing for Spans 3 and 4; trusses now in place for Spans 1 and 2; currently working on installation of 2 of 4 trusses and bracing for Span 3 and removing second work finger;
• Installation of sleepers at each abutment now complete;
• South Approach: rock wall on west side almost complete; installation of water meter for irrigation on west side by CRD Water complete; irrigation sleeves on east side installed; street lights installed (one currently operational); Craigflower Manor fence reconstructed along Admirals Road and Island Highway; Craigflower Manor sign relocated to Admirals Road;
• North Approach: working on forming retaining wall at north end of bridge;
• Don Mann Excavating currently at 79% completion of original scope.

Environmental and Archaeological Management:

• The majority of work within the waterway is now complete (just the removal of the work bridge and fingers are left); therefore attendance by environmental monitors has been reduced to bi-monthly visits or as requested by the project team;
• Request made for extension of DFO Valid Authorization Period from February 15th, 2013 to June 30th, 2014;
• Funeral service and burning ceremony with First Nations took place on December 11th, 2013. Archaeological work for the bridge now complete.

Traffic Management:

• No complaints received since the December COW report;
• Admirals Road open to local traffic; temporary stop signs in place at the intersection of Admirals Road and Gorge Road until upgraded signal is operational; Gorge Road from Admirals Road to Tillicum Road open to traffic.

Communications:

• Ongoing updates to website;
• Staff will be updating businesses once next schedule is received at the end of the month;
• Staff continues to receive very few enquiries and complaints to date;
• Staff currently working with GWI, Saanich, Heritage Branch and First Nations on interpretive signage for the bridge and approaches.

There has been no change in costs since the December COW report, therefore, charges against the allocated contingency fund are now at approximately $361,406 (the View Royal portion being $180,703, plus $20,000 for View Royal archaeological work to date, for a View Royal total of $200,703). Staff has requested an additional $175,000 in the 2014 capital budget for possible unforeseen contingencies. However, most of the remaining work is lump sum with no significant cost increases expected.
