BULIDING AND BYLAW ENFORCEMENT REPORT

RECOMMENDATION:

PURPOSE OF REPORT:

To update the Committee on the operations of the Building and Bylaw Department.

BUILDING:

The month of April has found the Building Department strongly involved in the review of plans for various projects that have been submitted including Eagle Creek, Lakeside Village and various residential projects.

Occupancy has been granted for 1701 Island Highway (lower floor) and we anticipate the opening of a preschool as well as some professional offices. The upper floor has been completed to lock-up and will require an additional building permit to complete it once a tenant is found.

The Building Department continues to monitor all active sites within the Town through site visits, inspections and review of field reports. We are also regularly reviewing active files for expiry dates and proper form submittal. We are taking the time to work with all applicants to keep the process working smoothly from application through to completion and occupancy.

BYLAW:

Bylaw Enforcement received 22 complaints in the month of April. In addition to complaint response, investigation and action for those complaints, the focus for the month has been following up and collecting outstanding business licenses (12 as of April 1st).

The department was also working on the implementation of the new amendment to the Animal Control Bylaw No. 614, 2005, Amendment Bylaw No. 881, 2014 with CRD Bylaw Services and Ministry of Transportation with regards to feeding of rabbits along the Trans-Canada Highway.

The Bylaw Officer also met with the City of Victoria Bylaw Services to discuss unsightly premises with respect to hoarding issues and the approach the City of Victoria is currently taking in dealing with this matter.

In addition, we continue to work with the Building, Planning, Engineering and Finance departments on the registration of the Nursery Hill secondary suites, Anya Lane encroachments, and Truck Route Bylaw.
