PURPOSE OF REPORT
The purpose of this report is to present an application for the installation of approximately 750m of 250mm water main at a depth of 1.4m through the length of the Christie Point development. Christie Point is within two Environmental Development Permit areas – Natural Watercourse and Shoreline Areas and Sensitive Terrestrial Ecosystems. The installation traverses both Development Permit Areas, as does the roadway itself.
BACKGROUND
The water line is being installed to bring the property up to an acceptable standard as per an August 2011 Fire Order placed on the property relating to reduced water pressure in private fire hydrants on the property (fire order is attached to this report). The upgrade is only to service the four fire hydrants on site; there is no change to the domestic water supply.
PROJECT INFORMATION
The Development Permit is required for the installation of the line primarily due to the potential environmental impact of the project's construction activities. The line itself is being run through previously disturbed areas.
The applicant has submitted the following in support of their application:

- On-site and off-site engineering drawings – RIF Consulting Ltd.
- Environmental Protection Plan – Franz Environmental Inc.
- Geotechnical Assessment – Ryzuk Geotechnical
The proposal is for the upgrade of a water main under the existing driveway surface as illustrated in the On-Site Works drawings attached to the report.
The consideration in the application is environmental protection. The Environmental Protection Plan identifies the following areas of consideration:

The project will likely require a Soil Deposit and Removal Permit based on the information provided.
ANALYSIS
The consideration in front of Council is whether or not the proposed works will unduly impact the environment, and whether the recommendations from the Environmental Protection Plan are acceptable.
Staff is of the opinion that if the recommendations of the Environmental Protection Plan area implemented, the installation will be done in a manner which will satisfy our Development Permit Area requirements and sufficiently protect the natural environment.
Staff believes that, due to the recommendations of replacing disturbed areas with native vegetation in addition to providing enhanced fire protection, that the project will be of unequivocal benefit to the community and the residents of Christie Point.
Staff feels comfortable with the information provided and the recommendations therein.
