PURPOSE OF REPORT:

  • To update the Committee on the current status of the Subdivision and Development Servicing Bylaw.

TIME CRITICAL:

Not applicable to this report.

Page 172–174

BACKGROUND:

The current Subdivision servicing bylaw is outdated and is in the process of revision. The bylaw allows council to clarify the Town's expectations and provides certainty to developers concerning expectations when submitting development plans. The ability of developers to deviate from the bylaw is available, however council must authorize the variations proposed by the proponent by granting a development variance permit.

PROJECT INFORMATION:

A consultant was engaged thru a request for proposals. Urban Systems has been working with the Engineering and planning departments to establish new and updated specifications as well as revisions to the existing bylaw.

Project Schedule:

Task Status
Review Existing Land Use Bylaw and Schedules Complete
Review Design Criteria for Select Municipalities Complete
Identified Desired Benchmarks and Service Levels In Progress
Identify relevant Statutes, Bylaws, Policies & Guidelines Complete
Identify Core Supplementary Works Complete
Identify Necessary Amendments, Deletions & Additions In Progress
Develop Supplementary Materials In Progress
Refine Preliminary Bylaw front end In Progress
Refine existing application forms In Progress

As a part of the process Urban Systems will conduct an open house to engage Council, developers and the public in the process of the revision of the bylaw.

An integral component of this process is the development of road cross sections. The road cross sections establish the form and character of all future road development. These cross sections may vary from one neighborhood to another.

A date for an open house is to be scheduled to keep this project moving forward. Possible dates include the last Tuesday of June 24, or the July 8 COW, or another date to be established by Council.
