1. CALL TO ORDER
The Chair called the meeting to order at 8:30 p.m.
1.1 WELCOME TO NEW MEMBERS
a) The Committee Chair welcomed new and re-appointed members. The Chair and Vice-Chair were selected for the Transportation Advisory Committee.

7. BUSINESS ARISING FROM PREVIOUS MINUTES
The Director of Engineering requested feedback from the Committee on the value of inviting user groups to meet with the Committee. The Committee agreed that it would be beneficial to bring in biking and walking groups; CRD Parks for an E&N Rail Trail project update; and BC Transit. These groups would provide community feedback and enable the Committee to liaise; provide feedback; and problem solve.
a) Traffic Calming Guidelines Report Discussion The Committee will continue to review the Traffic Calming Guidelines Report and discuss again at the next meeting.
b) Watkiss Way: Safety of Pedestrians and Cyclists Site Visit Councillor Rast and the Director of Engineering provided an update on the Transportation Advisory Committee recommendation for improvements to the Watkiss Way area between Burnside Road and Highland Road. Council has approved $25,000 in the 2014 budget for safety improvements to this area. The Transportation Advisory Committee may provide staff with feedback on how that money is spent. The working maps will be brought to the next meeting for further review and discussion.
c) Burnett Road Safety Concerns (by Fort Victoria) The Director of Engineering advised that $10,000 has been approved for design preparation; and $9,000 for installation of speed bumps in the 2014 budget. The remainder of the project is currently planned for 2017.
d) Pedestrian Activated Light at Stormont Road and Island Highway The issue of traffic light timing at Stormont Road and Island Highway was briefly discussed. It was agreed to table this item for further discussion at the next meeting.

a) Letter dated February 18, 2014 from Dr. Matthew G. Asplin Re: Helmcken Road and Regional Transportation Investment

TAC-01-14 THAT the Committee recommend to Council that staff send a response letter to Dr. Asplin explaining that the area referenced in the letter belongs to the Ministry of Transportation. CARRIED

11. NEW BUSINESS
a) Discussion following Joint Advisory Meeting held at 7pm, prior to TAC mtg. The Committee discussed the presentation from the Joint Advisory Committee meeting regarding the Advisory Committee Review and Revitalization, specifically:
- remain a separate entity from the other advisory committees;
- should a volunteer pool be used, multiple meeting nights would be beneficial;
- feedback from Council on usefulness of Committee recommendations; Councillor Rast noted that feedback from advisory committees is valuable; and
- action list to track recommendations and results.
