RECOMMENDATION:

PURPOSE OF REPORT:

To update the Committee on the operations of the Building and Bylaw Department.

BUILDING:

The Building Department has seen issuance of full permits for three of the nine buildings at Eagle Creek and the anticipated timely issuance of the remainders. Staff has worked diligently with the Developer to ensure as smooth a process as possible, while maintaining the integrity and responsibility the Town has proudly been known for.

The month of November has brought one new Single Family Dwelling to the community at Seahaven Terrace.

There has been many onsite, over the counter and telephone conversations from several residents and builders with regards to future up and coming projects that we have had the pleasure of offering guidance in bringing to fruition.

Staff is currently engaged in review of the current Safe Premise Bylaw as well as the Nuisance Bylaw. Research is ongoing as we seek the tools to better equip staff when dealing with troublesome areas that create unnecessary work for Staff and unwanted nuisance for good neighbors. The results should be ready for review at the Management level soon, followed by a review from Council.

New Building Code Regulations will soon be upon us. Staff is working on best practice delivery methods to ensure the changes reach the development and building community, as well as the residents as needed.

BYLAW:

October and November were busy months for the Bylaw Division. Special projects had us working with the RCMP Street Crimes Unit, General Duty Section, Island Health, Ministry of Social Services and Development, View Royal Fire Department and Town of View Royal Building Inspector. Thru joint co-operation between agencies two properties in View Royal were identified as having illegal operations with regards to drug paraphernalia. To date one location has been hygienically remediated and will soon be able to occupy. The second location continues to challenge the Bylaw Division and fines amounting to $2100.00 have been issued and will most likely require court action to collect fine amounts.

Director of Protective Services, Chief Administrative Officer and the Bylaw Officer met with the Ministry of Transportation and Infrastructure's Manager of Transit Initiatives to discuss the ongoing parking problems associated with the Helmcken Park and Ride, initial discussions seem positive, more information should be coming in the New Year.

On November 14, 2014 the Bylaw Officer was court to defend fines issued to property 237 Anya Lane regarding tree removal. Unfortunately due to the time constraints on the courts this case was adjourned with a new date scheduled for February 16, 2015.
