PURPOSE OF REPORT
The purpose of this report is to amend the CD-19 zone to allow for the inclusion of Residential, Duplex to the list of Principal Uses within the CD-19(B) subzone, and to make corrections and additions to the zone as explained in the report.
DISCUSSION
The lands zoned CD-19(B) are located at 2429 Chilco Rd, within Phase 6 of the Thetis Vale development. The existing uses in the subzone are Residential, Rowhouse and Residential, Townhouse. The desire of the owner/developer has been revised; they now wish to build predominantly duplex residential dwellings in that zone within Phase 6 of the Thetis Vale developments.
Needing to revisit the zone, staff is also making several required changes to the zone through the rezoning process.
The rezoning will accomplish three things:
- It will reflect the requested change to duplex zoning in the CD-19(B) subzone.
- It is correcting an issue where the existing CD-19 zone (all subzones) were carried forward incorrectly (formatting caused several omissions) during the adoption of the new Zoning Bylaw.
- It is rezoning the CD-19(C) ‘Park’ subzone to the P-3: Parks and Recreation Use to be more consistent with the rest of the Schedule 2 Zoning Map.
The addition of Residential, Duplex has no impact on the number of units permitted in the zone; the cap on units is set at 22 as it was in the (previous) Land Use Bylaw version.
POLICY IMPLICATION
The Official Community Plan (OCP) Land Use Designation for the area is Mixed Residential (M-R) and allows for housing forms ranging from single family residential to multifamily residential. The proposed change fits right in the middle of the range of housing prescribed by the OCP.
Changing the housing mix in Phase 6 would provide a more complete and varied range of housing forms, from detached residential in the CD-19(A) zone to duplex, rowhouse and townhouse within the CD-19(B) zone.
The Town has very little in the way of duplex housing products at the moment. The OCP notes that
"...overall, View Royal has less rental housing and less variety of housing types than the regional average. Participants in the planning process identified the need to expand the quantity and range of housing options to support a diverse population and ensure residents can remain in the community as their housing needs change"
Staff believes that increased housing choice makes for more complete communities.
Staff’s proposed timeline is as follows:
- Give the bylaw 1st and 2nd reading on January 20, 2015.
- Schedule a Public Hearing for February 3, 2015.
