PURPOSE:

To establish a policy to set out the conditions under which a Foundation Permit may be issued in the interim to issuance of a full Building Permit.

REFERENCES:

Building Code Bylaw, 2002, No. 496, as amended Land Use Bylaw, 1990, No. 35, as amended

POLICY:

1.0 Foundation Permits may be issued to allow site preparation and construction of a building foundation prior to the issuance of a Building Permit provided that:

1.1 A complete set of Building Permit plans and full site services plans must be submitted for approval;

1.2 Where off-site services are required, a Servicing Agreement between the Developer and the Town must be executed, either in an interim form to be used solely as an instrument to ensure that adequate security for required works and services is deposited with the Town in accordance with the provisions of Section 68, Division 2, Part 8 of the Land Use Bylaw, or as a final Agreement specifying the terms and conditions under which a Building Permit may be issued, whichever form is satisfactory to View Royal;

1.3 B.C. Building Code Schedules "A", "B1", "B2" (Structural, Mechanical and Geotechnical) must be submitted;

1.4 A Traffic Control Plan must be submitted showing how impact to local neighbourhood traffic from construction vehicles accessing and egressing the site will be mitigated;

1.5 No part of the building being constructed shall exceed 300 mm (12 inches) above grade until such time as a Building Permit is issued.

1.6 The issuance of a Foundation Permit does not, in any way, impose an obligation upon the Town of View Royal to issue a Building Permit.
