I concur with the recommendation of Option A. Option C is problematic from several perspectives, which include confusion for not only emergency responders, but daily routine deliveries to residents and locating houses. Prior to this Council, the street, currently named PARSONS Road was originally CHILCO. When Chilco Phase 1 was constructed there was considerable confusion with access and location of CHILCO because it was separated by the E&N railway. It was concluded that a separate name not resembling CHILCO be adopted to eliminate confusion.

Option C creates a similar situation whereas and East or West Chilco option will be confusing. We presently have a similar addressing fault with St Giles North and South, which we are intending to address this year and recommend assigning different names.

I concur with the Planners recommendation of Option A, and cannot support Option C.

BACKGROUND

This issue was brought to Committee of the Whole on March 10, 2015. This report is in response to the direction given at that meeting, including presenting additional options to the two from the COW meeting and to describe the details for an Open House.

ISSUES AND ANALYSIS

Staff presented two options to Committee at the March 10 meeting:

Option A (staff recommendation)

Renumbering 2422, 2424, 2426 and 2428 Chilco Rd
Changing the name of the easternmost portion of Chilco Rd to something which pleases Council
Leaving the numbering on the new road as it exists now (2400 block)

Option B

Renumbering 2422, 2424, 2426 and 2428 Chilco Rd
Changing the name of the easternmost portion of Chilco Rd to something which pleases Council
Renumbering the 14 properties to match Thetis Vale Crescent's numbering scheme (101...and so on)

A third option regarding an East/West naming scheme is presented here:

Option C

Renaming Chilco Rd to Chilco Rd East and Chilco Rd West, divided at the apex of the curve of Chilco Rd as it extends through the future Thetis Vale Phases 6 and 7.

Options A and B affect the same number of properties, and involve the same number of address changes. Option B's additional requirement of changing street numbers makes more long-term sense, but is more intrusive for the properties which are on the newly named road.

Option C presents a solution which requires that no properties change their numbers, but that all properties along Chilco Rd will have to change their addresses to correspond to the East/West naming scheme. Option C is potentially the least impactful in terms of no residence having to change address/posted house numbers (which can be expensive). However, all properties along Chilco Rd will ultimately endure an address change under Option C.

All three options eliminate the confusing Chilco Rd / Chilco Rd intersection.

STREET NAMING

A list of potential street names for Options A and B are attached to the report. Names directly relating to the Chilco/Thetis area are:

Goucher (Ernest) - Operator of sausage factory between Six Mile House and the C.N.R. tracks
Greig (John) - Had a lime-burning operation near Thetis Lake
Lund (Captain) - Farmer at end of Chilco Road
Massey - Caretaker at Thetis Lake

POLICY

Address changes, whether it be numbering and/or a street name change, are very disruptive to residents. Staff will follow the Town's Addressing policy surrounding address changes as follows:

2.0 Changes of address should be performed with customer service, public consultation and the public good in mind.

PROCEDURES:

In preparing for assigning a new address or changing an existing address staff will:

2.1 Issue two months' notice in writing to the lot owner and affected agencies such as the CRD, utility providers etc. in the case of a Town-initiated address change. 2.2 Clearly indicate the reasoning behind the change of address in both written and verbal correspondence. 2.3 Correspond with Canada Post to ensure a smooth transition. 2.4 Not change addresses during active permitting or other applications processes (rezoning, subdivision etc), but rather do so once they are complete.

PUBLIC CONSULTATION

As per direction from Council, an Open House is to be scheduled this spring in advance of school holidays. A mid-week Open House is generally best, to capture the most residents. May 27, 2015 would be a reasonable target for a good amount of lead time and a week after the May Long Weekend. It would be ideal to pick a night where there is no chance that the Canucks are potentially involved in a playoff game, but the schedules are not yet set. The advantage of setting it later in the month is that there is less chance of conflicting with hockey.
