RECOMMENDATION

THAT the Committee of the Whole receive the April 9, 2015 report from the Senior Planner titled "Street Renaming – Chilco Road at Atkins Road";

AND THAT the Committee of the Whole select a new name for the section of Chilco Road between Atkins Road and the Esquimalt and Nanaimo (E&N) rail right-of-way.

PURPOSE OF REPORT

To consider renaming a section of Chilco Road between Atkins Road and the Esquimalt and Nanaimo (E&N) rail right-of-way.

BACKGROUND

During review of a rezoning application for 120 Atkins Road, it came to light that the site's access is a section of Chilco Road that is separated from other sections of Chilco Road by the Esquimalt and Nanaimo (E&N) rail right-of-way (see Attachments 1 and 2). While there is a pedestrian underpass, the disconnection is problematic for vehicular deliveries and emergency responders.

PROPOSAL

Based on names listed in the "Suggestions for Streetnames: Pioneers and Placenames in View Royal" (Attachment 3) that are relevant to the local area, the following suggestions for renaming the section of Chilco Road between Atkins Road and the Esquimalt and Nanaimo (E&N) rail right-of-way are presented:

• Fagan – Matt Fagan was a railway engineer and orcharder on Atkins Road
• Lund – Captain Lund was a farmer at end of Chilco Road
• Massey – Massey was a caretaker at Thetis Lake
• Pitt – Marion Pitt was a pianist at the Empress Hotel and Crystal Garden and had acreage between Six Mile House, the C.N.R. tracks and Chilco Road.

For a dead end road, any of the following are suitable secondary names:

• Close - a short road serving a few houses, may have cul de sac
• Court - usually ends in a cul-de-sac or similar little loop
• Place - usually a short skinny dead end road, with or without cul de sac, sometimes p shaped

A cul-de-sac is unlikely at the end of this road because of grades and retaining walls supporting the railway and the underpass, so "close" or "place" may be the appropriate secondary names.

ANALYSIS AND DISCUSSION

The parcel at 120 Atkins Road would be assigned a new civic address with the new road name because that is the only access. No other parcels would be affected by renaming this section of Chilco Road. The property across the street also has driveway access from this section of Chilco Road but has a civic address of 94 Atkins Road.

Staff has verified that none of the proposed road names in the shortlist are currently used in the Capital region.

Once the Committee of the Whole selects a name, staff will prepare a bylaw to rename the road.
