BUILDING AND BYLAW ENFORCEMENT REPORT
RECOMMENDATION:

PURPOSE OF REPORT:
To update the Committee on the operations of the Building and Bylaw Department.
BUILDING:
The Building Department has begun to settle into our new home. The organization of filing systems is complete and methods of improvement to customer service are being established.
A tenant improvement permit has been issued for 1701 Island Highway. We are also currently reviewing tenant improvement applications for Quality Foods at Eagle Creek and Urban Ground Market at Lakeside Village.
Phase 2 of 235 Island Highway project has been issued for four more units and is underway. There have been several permits submitted that staff are working diligently on to ensure prompt issuance as the busy season for building begins.
Daily tasks continue and monitoring of the larger projects is always on the radar. We are looking forward to a busy summer.
BYLAW:
April has been a very busy month for the Bylaw Enforcement Department. Complaints have risen slightly over the same reporting period as last year. The majority of complaints this month were parking related.
Over the course of the month we have been working in co-operation with the RCMP, RCMP Marine Division, the Queen's Harbor Master Authority and the Town of View Royal Parks staff on ongoing issues. Three illegal occupations throughout View Royal were investigated and have been dismantled. Four boats with occupants living aboard in Esquimalt Harbor were investigated for noise violations and alleged dumping of refuse on Inskip and Richard's Island. A marine safety inspection was conducted on one vessel with a fine levied for non-compliance. This practice of joint enforcement will continue in the future as all agencies are seeing an increase in the transient population in part to the City of Victoria's new rules with regards to the Selkirk Waterway.
Also of note, on April 16, 2015, Victoria Pro-life Association with two members conducted a prayer vigil at the corner of Helmcken and Island Hwy. This in turn brought out the attendance of the Victoria Pro-Choice group with two members. Bylaw Enforcement attended to "keep the peace" between these two groups. More rallies of this sort are expected from now until the main Pro-life vigil scheduled worldwide from September 23 to November 1, 2015.
As the summer months approach Thetis Lake Park will be a high priory with regards to parking enforcement. RCMP, CRD Parks and Bylaw Enforcement will be meeting in the future to discuss this matter further in detail.
