a) Building and Bylaw Enforcement Report

  1. Report dated January 7, 2015 from the Director of Protective Services

The Director of Protective Services discussed the transition of the Building and Bylaw departments to the Fire Hall and a review of the Municipal Ticket Information Bylaw to ensure fines are consistent with other municipalities.

The Committee and the Director of Protective Services discussed building permit revenue.

b) West Shore RCMP Detachment Mayor's Report for the month of December 2014

The Inspector reviewed the report for the Committee and noted that in the near future he will be requesting feedback from Council in regard to policing priorities.

The Committee and the Inspector discussed incidents in View Royal; RCMP staffing; and Highland Road speed issues.

c) View Royal Public Safety Building Report for the month of December 2014

The Fire Chief noted that work is progressing with the construction of the new public safety building and the testing and inspection phase will occur in the near future.

The Fire Chief and the Committee discussed current deficiencies with the building.

The Committee and the Fire Chief discussed recent incidents and the launch of the new Departmental website in conjunction with the opening of the public safety building.

COW-01-15 THAT the Committee recommend to Council that the Town of View Royal submit the following resolution to the Association of Vancouver Island and Coastal Communities (AVICC) regarding an amendment to the Local Government Act to prohibit a candidate from running in multiple jurisdictions:

"WHEREAS the simultaneous running for local government office by a candidate in multiple jurisdictions makes a mockery of the election process;

AND WHEREAS there is currently no mechanism in local government elections-related legislation to prohibit the simultaneous running for local government office by a candidate in multiple jurisdictions;

THEREFORE BE IT RESOLVED THAT the Province of British Columbia be requested to amend Part 3 of the Local Government Act to add a prohibition on the simultaneous running for local government office by a candidate in multiple jurisdictions." CARRIED

b) West Shore Parks and Recreation Society 2015 Budget

The Committee and staff discussed the wrapping deck along the shoreline and the ramp's length.

The Planner gave an overview of the report to the Committee.

K. Robertson, applicant, 77 Caton Place, indicated that he requires additional storage space and this proposed accessory building will serve that purpose. He noted that the location selected will minimize the impact of his water view.

The Committee and staff discussed the size of the proposed accessory building in relation to the neighbour's shed.

The Director of Development Services gave an overview of the report to the Committee.

The Committee and staff discussed the annual renewal process including the current statutory declaration requirement and potential for electronic renewals.
