BUILDING AND BYLAW ENFORCEMENT REPORT

RECOMMENDATION:

THAT the Committee receives this report for information;

CHIEF ADMINISTRATIVE OFFICER'S COMMENTS:

I concur with the recommendation.

PURPOSE OF REPORT:

To update the Committee on the operations of the Building and Bylaw Department.

BUILDING:

January saw two new permits for interior renovation and one demolition permit submitted and issued. Follow up on previous permits; inspections of ongoing permits and coordination of efforts with other Departments in regards to Bylaw issues were predominate.

Review and re-writing of the Safe Premises and Nuisance Bylaw are still being researched and collaborated. The rough draft is expected to be completed soon.

The remaining full permits for Eagle Creek, buildings 1 through 5, are expected to be paid for and issued very soon. The permits were prepared for issuance by staff in November, but not paid for and picked up as staff has been working with the applicant with regards to timelines for issuance, completion and the timeliness off the Tenant Improvement permits that will be required for the new businesses we will be welcoming to our Town.

Focus for the next month will be on occupancy for the Public Safety Building, continuous follow up on existing permits, accepting any new submissions and processing them in a timely fashion as well as completing Bylaw reviews.

BYLAW:

The month of January has shown a decrease in parking issues throughout the municipality compared to the same recording period last year. 17 parking complaints recorded during January 2014 versus 7 for January 2015. New business licenses issued for home based and commercial business has increased from last year, this can be attributed to the adoption of the Zoning Bylaw No.900, 2014 in September.

The Bylaw division continues to finish up 2014 files with 8 files still outstanding. Bylaw Officer continues to work with other regional, provincial and federal agencies on outstanding matters. focus in February will be preparing for court proceedings on February 16, 2015 and monitoring 40 Days of Life Vigil from February 18 through to March 29, 2015.
