Re: 102 Atkins Road 2009 Traffic Impact Study for 10 Unit Townhouse Development (currently 8-9 single family homes are proposed)
Bunt and Associates (Bunt) has been retained by EnviroTec General Contracting to provide an update to our 2009 Traffic Impact Study with respect to the current local area conditions of the subject property.
1. BACKGROUND
Bunt prepared a Traffic Impact Study for the subject property in August 2009. The report contained information with respect to existing conditions and information regarding the proposed 10 Unit Townhouse Development at that time.
Bunt had concluded that new traffic generated by the subject development would not have significant negative effect on the local area road systems or capacity and very little or no impact on the existing marked crosswalk for the Galloping Goose Trail on Atkins Road, immediately west of the proposed development.
Bunt had recommended the following mitigation measures:
- Cut back and maintain the vegetation near the site driveway to ensure good visibility for drivers watching for pedestrians and cyclists.
- Install a stop sign at the end of the site driveway for exiting vehicles.
- A warning sign should be posted for vehicles to watch for pedestrians and cyclists at the end of the site driveway (as vehicles exit).
- Improve the Chilco Tunnel access on the Chilco neighbourhood side by painting crosswalk markings and developing a pathway to lead cyclists and pedestrians to a new crosswalk on Chilco Road (illustrated in the attached 2009 report).
2. CURRENT SITE CONDITIONS
From our understanding, the current development proposes 8-9 single family residences at this time. The trip rate for single family homes is higher than the rate for townhouses, however only amounts to approximately 10 two-way trips during both the AM and PM Peak Hour Periods (or in other words, an increase of one car every six minutes over existing conditions) through the local road network.
Bunt conducted a site visit on Tuesday, February 18, 2014 to assess the current site conditions. Refer to the following Figure 1 – Local Area Improvements.

As can be seen in Figure 1, since the 2009 study the following improvements to the local area include:
- A new sidewalk along the north side of Atkins Road has been constructed;
- A new crosswalk on Atkins Road (on the north side of Chilco Tunnel) has been installed; and
- A new streetlight on Chilco Road (between Chilco Tunnel and the site driveway) has been installed.
3. CONCLUSIONS
The proposed density and land use is similar to the 2009 study, and therefore Bunt concludes that traffic generated by the subject development would not have significant negative effect on the local area road systems or capacity and very little or no impact on the existing marked crosswalk for the Galloping Goose Trail on Atkins Road, immediately west of the proposed development.
4. RECOMMENDATIONS
Based on the recent improvements to the local area, the following mitigation measures continue to be recommended:
- Cut back and maintain the vegetation near the site driveway to ensure good visibility for drivers watching for pedestrians and cyclists.
- Install a stop sign at the end of the site driveway for exiting vehicles.
- A warning sign should be posted for vehicles to watch for pedestrians and cyclists at the end of the site driveway (as vehicles exit).
At this time it is also recommended that the sidewalk on the north side of Atkins Road (that currently extends to the west side of Chilco Road) be extended to the Galloping Goose Trail Crossing (north side) as depicted in Figure 1.
