BUILDING AND BYLAW ENFORCEMENT REPORT
RECOMMENDATION:

PURPOSE OF REPORT:
To update the Committee on the operations of the Building and Bylaw Department.
BUILDING:
During September the Building Department has been working with a new software called City Reporter on a trial basis. This program is designed to have Building Departments conduct inspections in a more uniform manner. This will assist in lowering liabilities to the Town and is a recommended practice from MIABC.
The trial period only lasts for 30 days and as a result will not take the process from beginning to end, but has so far proven to be a great method to conduct business. The program is run on from an I-Pad Mini. It prompts the user to follow a sequence and makes adding a picture history very easy. There is even a Vadim module that will link the two systems together, but it has not been tested.
Aside from this trial, the Department has busied itself with routine filing and following up on existing permits as well as lending a hand with the Bylaw Department as needed.
BYLAW:
Bylaw has been busy with issues arising from the upcoming Federal Election, the 40 days of Life Vigil and the Park and Ride.
The 40 Days of Life Vigil at time of writing is into day 15. Daily patrols by the Bylaw division and the RCMP as well as joint visits to both groups have held the calls to "keep the peace" to one incident as of this writing. Finals numbers for service calls will be reported in December's meeting.
The Federal Election has brought about complaints mostly regarding vandalism to signage.
Bylaw has been working in conjunction with the Ministry of Transportation and Infrastructure to install barriers and signage to help curb the rampart parking issue that is a result of the "Park and Ride on St. Giles Street. This has generated numerous negative telephone calls and email remarks that have been replied to by the Chief Bylaw Officer; however the support by the surrounding area residents has been overwhelming positive.
