The Committee questioned the location of a shanty and associated dingy that appears to be on Federal land for which the Queen’s Harbour Master would be responsible.

8.2 PETITIONS & DELEGATIONS
a) Volunteer View Royal, Re: Status of Volunteer View Royal and the Work/Recommendation Regarding Mellor Park
A. Rajalingam, Volunteer View Royal, spoke to the Committee in regard to Volunteer View Royal, specifically the group’s background; purpose; current status; future plans; and progress to date. Mr. Rajalingam also presented the results of the group’s Mellor Park survey.
The Committee, staff and Mr. Rajalingam discussed the number of Volunteer View Royal committee members; funds available in the budget for projects; and installation of playground equipment in Mellor Park, including the use of volunteer labour where possible. It was concluded that work could be undertaken to order and install the equipment in Mellor Park at this time.
8.3 PUBLIC PARTICIPATION
a) L. Mahoney, 2111 Highland Road, thanked Mayor and Council for addressing safety concerns by installing the traffic calming measures on Highland Road. She noted that people who use the road to visit amenities in the area speed and she feels that the installation of an additional higher speed hump in the 2200 block of Highland Road would be more effective as well as the addition of a consistent police presence.
b) M. Dillabaugh, 2427 Highland Road, spoke to the Committee stating his concern about his property value decreasing due to the installation of the speed humps. He stated he feels the installation of the stop signs alone are acceptable and will work to slow cars down. He urged the Committee to remove the speed humps. He also stated his concern about the process as the notification stated that this item was to be on the agenda this evening for discussion for input from residents prior to the installation of traffic calming devices.
c) K. Kirkpatrick, 2147 Highland Road, noted that he feels there should be an additional speed hump installed at the curve on Highland Road.
d) B. Houser, 2129 Highland Road, stated his concern about excessive speeding on Highland Road and feels that traffic calming measures increase property values. He feels an additional speed hump should be installed at the curve on Highland Road.
e) N. Cavanaugh, 28 Bishan Place, clarified that she will be in attendance at the July 21, 2015 Council meeting to discuss an application that will be coming forward.
f) D. Metcalfe, 187 Kingham Place, requested that the Committee consider separating the issues of infrastructure maintenance and public access when discussing publicly held foreshore land.
g) C. Buchan, 66 Kingham Place, requested an update on foreshore access. The Committee stated that this is a work in progress and is being forwarded to the Parks Master Plan process. It was noted that the Crane and Tidewater accesses have been separated out for early discussion due to concerns about access to municipal infrastructure. C. Buchan asked that the community be informed when public access is to be discussed.
h) B. Schafer, 2057 Highland Road, thanked the Committee for placing the traffic calming measures on Highland Road and noted that over time, these will help to reduce speed. He confirmed that some of the worst offenders are those who live in the neighbourhood.
i) J. Utterson, 2183 Highland Road, feels that the speed humps on Highland Road should be higher and there should be an additional speed hump installed at the curve.

a) Foreshore Access Identification
- Report dated July 9, 2015 from the Director of Engineering
The Director of Engineering gave a PowerPoint presentation to the Committee, highlighting the need for access to municipal infrastructure particularly at Crane Place and Tidewater Road.
He stated that other foreshore accesses, including the potential installation of amenities to facilitate public usage, will come forward for consideration during the development of the Parks Master Plan.

COW-22-15 THAT the Committee recommend that Council consider two foreshore accesses for Crane Place and Tidewater Road as priority for infrastructure preservation;

The Senior Planner summarized the report for the Committee.
The Committee questioned the need for this application to have gone to both the Board of Variance and Council. The Senior Planner stated Section 911 of the Local Government Act confers specific authority to the Board of Variance for proposed alterations to buildings with a non-conforming use while Council is the issuing authority for environmental development permits.

d) Development Variance Permit No. 2015/04 – 17A Jedburgh Road

The Planner gave a PowerPoint presentation to the Committee.
The Committee and staff discussed variances required; length of two proposed parking spaces vis a vis fire truck mobility; and other on-site parking.
J. Koren, K-Star Home Improvement Ltd., applicant, stated this application originally came forward to Council in February 2015 to create seven bare strata lots with access onto Jedburgh Road. Due to concerns expressed, the original application was withdrawn. He noted that since that time, work has been done to address concerns and bring back a viable project. Mr. Koren stated feedback from residents on Bishan Place has been received and immediate neighbours support the project though some others are not sure.
M. Wignall, Westbrook Consulting, discussed rock blasting; rock volumes; parking; and emergency vehicle access to the development.

The Senior Planner discussed regulations for medical marijuana dispensaries; the experience of other municipalities; recent and current court cases continuing to shape this emerging issue; preliminary list of land use and regulatory issues, including the Town’s Business License Bylaw; and enforcement.

10. CORRESPONDENCE
The Committee and staff discussed the specifications for the speed humps on Highland Road in relation to those on Burnett Road – which are identical; possible installation of a third speed hump; police presence in the area; and the purpose and benefactors of the recently installed speed humps.
The Director of Engineering stated residents on Highland Road were surveyed and noted the results of the survey. He stated that in considering where the speed humps should be placed, response times of emergency vehicles need to be taken into consideration particularly in this area given the wildfire interface environment. Staff confirmed that they would undertake some monitoring later in the year and report back to Council in regard to the effectiveness of the traffic calming measures.
