Re: Thetis Vale Phase 7 – 2427 Chilco Road – Rezoning
Attached is our application to rezone those portions of park trails connectors no longer needed and those portions of residential lands proposed as new parks trail connectors.
When we went through the rezoning of our Phase 7 a large portion of the site was zoned for park purposes ( P-3 ) as shown on the attached Plan A. Potential trail connections were shown between lots 24 and 25 and lots 11 and 12. As we worked through the details of our site and grading plans for the subdivision it became evident that the trail connections shown would be difficult to build and would not provide routes that would be ‘friendly’ to community use.
As a result of the identification of these difficulties we have worked with staff to identify improved trail connections as shown on attached Plan B. Moving the trail to the north of lots 24 provides an improved location for a future trail connection ( less grade change ). To improve the walkability of the trail between lots 11 and 12 we have moved it to a location between lots 9 and 10. This location provides an improved connection to the existing trail network coming down the hill from Phase 5 and will allow residents to join the trail at the children’s play park in Phase 5 or at the end of the new cul de sac to be developed in Ph. 7.
The small park strip at the east end of lots 11 and 12 would no longer be required, as it was established because of the original trail connection between the lots, and the building areas in these lots would be improved if the construction of the required boulder wall was permitted to extend into this area. This zoned park strip is small with an area of approximately 5m X 25m.
The trail relocations being proposed will technically require a rezoning process to zone the new park connectors and to permit lots to be created in the areas now zoned park. We believe that the new plan has improved community benefits and look to Council for support.
