Executive Summary

As the community continues to urbanize in areas stipulated in the updated Official Community Plan (2026), data accuracy will become more important when assessing and analysis the health of the Town's sanitary sewer system.

This project recommends an upgrade to the SCADA system at all pump stations to support DNP3 polling which will increase the accuracy and usability of the flow data collected (aka "SCADA packs"). This will significantly improve accuracy when modeling sewer catchment flows and inflow and infiltration data: key metrics in measuring current and future sanitary sewer system health.

Recommended to be scheduled in 2025 so that more accurate readings and a 1 year period can be provided for the Sanitary Sewer Master Plan (scheduled 2026).

Business problem and opportunity

The current SCADA system at the Town's pump stations only support Modbus polling methods which result in poor data for flow meters, which results in poorer accuracy in hydraulic modelling exercises.

Proposed project objectives

To supply and install the new SCADA packs at all 17 sewer pump stations in View Royal.

Business risks

With the OCP expected to be updated in 2026, a preliminary sensitivity analysis indicated that the existing data may be less useful for future sanitary modelling purposes. In other words, less accurate data has a negative and incremental effect to the resilience and accuracy of the sanitary model, thus impacting project priorities.
