Executive Summary
To support Council's direction to (1) reduce the speed limit of all residential classed roads to 30km/hr and (2) reduce the speed limit of the Island Highway (Admirals Road to the Colwood Interchange) to 40km/hr, staff recommend a speed limit reduction implementation program.
Staff have applied to the Vision Zero Grant to support this program (Council resolution C-140-24 of the October 15, 2024 regular Council meeting).
Business problem and opportunity
With residential street speed limits being reduced to 30km/hr, the Town's current Traffic Calming Policy #5200-016 is no longer a reasonable policy document to administer traffic calming measures.
Proposed project objectives
This project would retain the services of a transportation planner to provide recommendations in updating the Traffic Calming Policy and Streets Bylaw to support speed limit reductions in a meaningful and enforceable manner. It is expected that the updates will reflect the needs and values identified in View Royal's Strategic Plan and Active Transportation Network Plan, and utilizes best practices catered to the Town's staffing resources and existing levels of service.
Recommended changes would be brought forward to Council for review and adoption.
Business risks
Failure to update the Traffic Calming Policy and Streets Bylaw would provide unreasonable policy guidance for traffic calming that can negatively impact operational budgets (taxation).

Recommendation
THAT the Committee recommend the 2025-2029 Financial Plan include Speed Limit Reduction Implementation Program in 2025 to be funded by Casino Revenue or grant funding if successful.
