Executive Summary
This project is Council driven as part of the initiative to expedite the electrification of the Town's fleet vehicles.
Major electrical upgrades to the Parks shed (Town Hall property) are required should Council wish to:
- Continue electrifying the Town's fleet vehicles (more vehicles);
- Replace a vehicle with a Class 3 Commercial EV vehicle (necessary to replace either the Ford F350 Dually Dump or the Mitsubishi Dump). The charging of such a vehicle puts significant demands on the electrical system.
Staff do not recommend significant upgrades to the Parks shed until a facilities master plan is established. However, should Council direct this project to commence in order to expedite the electrification of future vehicles, staff recommend that the major upgrades provide the ability to install future charging stations for Town Hall parking located along View Royal Avenue (there are numerous grants available for public charging stations).
Business problem and opportunity
The Town's fleet currently consist of 3 EV vehicles (2 trucks, one car) and one plug in hybrid vehicle. The electrical system is currently maxed out (charging ability is actually throttled down to ensure wattage demand does not exceed supply) and cannot support additional vehicles without significant upgrades. Per project C-031 Parks Vehicle Replacement Plan, Council will need to make a decision whether to electrify the 2003 Ford F350 Dually Dump (2026) and/or the 2013 Honda Fit (2027) in the short term. Either will require a significant upgrade to the electrical system.
Proposed project objectives
To analyze, design and install an upgraded electrical service to the Parks shed. While staff do not recommend significant upgrades to the buildings until a facilities master plan is established, staff also understand Council's initiative to reduce greenhouse gas emissions by electrifying the Town's fleet vehicles without delay.
Business risks
Staff have retained an electrical consultant specializing in EV fleet conversions. The current capital estimate is an order of magnitude and subject to change once the consultant completes its analysis. Operational costs are for the operations and maintenance of the additional EV chargers. Staff are recommending a "1 charger for every 2 EV vehicles" to reduce costs.
