Executive Summary
The purpose of this project is to update the Town's Sanitary Sewer Master Plan, which was last updated in early 2019. Town master plans should be completed once the Official Community Plan is updated, or approximately every 5 years. Master plan updates are important to (1) assess current system capacities and needs, and (2) project future needs as a result of community growth and aging infrastructure over a 20-year planning horizon. Doing so provides a clear and accurate understanding of short and longer term priority upgrades required to ensure the health and stability of the sanitary sewer system.

Business problem and opportunity
A sanitary sewer master plan would be timely in 2026 with the expected completion of the Town's OCP happening in the same year. The Town's Transportation Master Plan and Drainage Master Plan are also scheduled for 2025. Therefore, having all three master plans completed by 2026 allows for a thorough update to DCC Bylaws, which will require a major update and is a separate project in the Financial Plan.
Proposed project objectives
- Update computer system models to reflect current operating conditions and land use
- Assess existing system condition and expected service life of operating components
- Develop an understanding of probable growth rates and areas of expected development within the municipality, based on the updated OCP (2026)
- Identify existing and future system capacity shortfalls that may be present due to growth and increased inflow and infiltration (climate change factoring)
- Prepare and itemized capital plan list, broken out/prioritized as short term (5-year capital plan) and longer term (20-year, long range planning horizon) requirements
Business risks
In light of the anticipated OCP update in 2026, an outdated sanitary sewer model may underrepresent the performance of the sanitary sewer system. Deferral of this master plan may result in unknown, unplanned, and costly upgrades / replacements to the system.
