Executive Summary
View Royal is striving towards becoming a barrier-free community. The inaugural Accessibility Plan identifies improvements in the areas of service delivery and employment. This Project addresses physical upgrades to the Town Hall foyer/ front entrance that will see the front doors improved for people who use wheeled mobility devices and people with visual impairments.
Business problem and opportunity
The Accessibility Plan lists the identification and completion of Town Hall physical upgrades that focus on front entrance/foyer for service delivery improvements. These upgrades are also safety related.
Inclusion of this project in the Town’s Accessibility Plan – as a physical space improvement under the priority area of “service delivery” – facilitates its inclusion in grant applications, alleviating full reliance on Casino revenue, if approved.
Proposed project objectives
To reduce barriers in service delivery by improving accessibility features to the Town Hall entrance – specifically modernizing the power door assist system, replacing activation switches, improving visibility, and installing a cane-detectable feature for the door projection.
Business risks
Public safety is important, and the Town has established a long-term goal of becoming a barrier-free community. Liability increases the longer this work remains undone.

Grant funding, as available and approved, would reduce the use of Casino revenue.

Recommendation
THAT the Committee recommend the 2025-2029 Financial Plan include Accessible Entrance Town Hall in 2025 to be funded by Casino revenue.

The image below shows the current situation of the Town Hall front entrance.

This project will replace the round, smaller activation switches (one is shown in the image below at the far right hand side) for the power assisted door with 36" elongated activation switches. Elongated switches (shown in the second image below) allow people who may have restricted use of their hands to operate the activation switches with other parts of their bodies or a wheeled mobility device. Other improvements should see improved visibility with larger glass panes installed.
This project also includes the installation of a cane-detectable protective component for people with visual impairments who would not necessarily see the power door opening. The image to the right provides an example (the railing to the right of the doorway).
Remaining funds, if available, can be utilized to reduce the threshold at the main doors to 13 mm and add beveling or rounding, in keeping with Rick Hansen Accessibility Certification standards.
